Regarding this issue, LawNet would like to answer as follows:
According to Article 5 of Circular 27/2011/TT-BGDDT, the rights of boarding students are as follows:
- Be respected and treated equally; to stay and use equipment in the boarding area according to the boarding contract signed with the school (or the Head of the Boarding Management Board) to serve learning and living.
- Participate in activities serving cultural and spiritual life organized by the school in the boarding area.
- Security, order, safety, and environmental hygiene are guaranteed in the boarding area.
- Recommend to the Head of the Boarding Management Board and the school solutions to contribute to building a civilized, clean, beautiful, and safe boarding area; to express wishes and complaints to the head of the school's boarding area management board to resolve issues related to the legitimate rights and interests of students in the boarding area.
Obligations of boarding students according to Article 6 of Circular 27/2011/TT-BGDDT are as follows:
- Register temporary residence in accordance with the current Law on Residence. If you are absent from the boarding house for more than 1 day, you must notify the Boarding House Management Board.
- Comply with the regulations of the boarding area regarding receiving guests in the room, self-study hours, organizing cultural and artistic activities, and not affecting the learning and activities of other students in the rooms and boarding areas. Unite to implement a civilized and cultural lifestyle in the boarding area.
- Save electricity and water, prevent fire and explosions, and be conscious of preserving and protecting common property in the boarding area.
- Pay boarding fees in full and on time as prescribed in the contract.
- If there is damage or property lost in the boarding area, there must compensation according to the regulations of the Boarding House Management Board.
- Timely reflect incidents occurring in the boarding area related to students violating rules and regulations and legitimate suggestions and recommendations to the Boarding House Management Board.
- Actively participate in cultural activities, arts, sports, drug prevention, crime prevention, social evils, and other activities organized by the school or boarding area management board; actively participate in building a civilized, clean, beautiful, and safe boarding area.
Behaviors that boarding students are not allowed to do according to Article 7 of Circular 27/2011/TT-BGDDT are as follows:
- Renovate rooms; change or arbitrarily move equipment in the room; cause disorder, security, and environmental sanitation; write, draw, and shield; spoil the aesthetics of the room and common area of the boarding house.
- Transfer or sublease the boarding contract signed with the school or Boarding Management Board.
- Arbitrarily brings trangers into the dormitory's room without permission from the dormitory management board.
- Produce, store, use, trade, transport, disperse, and disperse weapons, inflammable substances, explosives, toxic chemicals, drugs and drug preparations, documents, publications, films, reactionary, depraved information, and other prohibited materials according to State regulations; organize or participate in gambling or prostitution in any form.
- Spread superstitious activities, religious activities, and other prohibited behaviors in the boarding area.
