On January 17, 2024, the Minister of Culture, Sports and Tourism issued Decision 142/QD-BVHTTDL on the Regulations for Receiving Citizens of the Ministry of Culture, Sports and Tourism.
The Minister is responsible for implementing the provisions in Article 1, Clause 18 of the Law on Reception of Citizens 2013.
- Personally receiveing citizens on the 15th of every month; if the 15th falls on a holiday, weekend, or public holiday, citizens will be received on the next working day of that month. Depending on work requirements, the Minister may delegate the reception of citizens to the Deputy Minister, but at least once every quarter, the Minister will allocate time to personally receive citizens.
- Receiving citizens urgently in cases specified in Clause 3 of Article 18 of the Law on Reception of Citizens 2013.
- When receiving citizens, the Minister will provide opinions on resolving issues for citizens. In case an immediate response is not possible, the Minister will direct the relevant agencies, units under the Ministry, civil servants, and officials to promptly consider, resolve, and inform citizens of the response time.
- After receiving citizens, the Chief Inspector of the Ministry, Chief of the Office of the Ministry, and Heads of agencies and units under the Ministry will coordinate in handling complaints, accusations, recommendations, and feedback from citizens in accordance with the prescribed procedures and legal regulations.
- General responsibilities of the Heads of agencies and units under the Ministry:
+ Disseminate the legal provisions on receiving citizens to the civil servants and officials of their respective agencies and units.
+ Personally receive citizens to listen, consider, resolve, and provide guidance on handling complaints, accusations, recommendations, and feedback within their jurisdiction or within the jurisdiction of the superior authority in the reception of citizens, processing of applications, and handling of complaints, accusations, recommendations, and feedback.
= Regularly or urgently receive citizens as specified in the Law on Reception of Citizens 2013 and supervise the handling of issues after receiving citizens by their respective agencies and units.
= Assign civil servants, officials, and individuals tasked with receiving citizens to coordinate with the responsible unit when there are incidents related to their agency or unit or complex and prolonged cases.
- When receiving citizens, if the matter is clear, specific, well-founded, and falls within their jurisdiction, the head of the agency or unit must immediately provide an answer to the citizen; if the matter is complex and requires further study and consideration, the head of the agency or unit must specify the deadline for resolving it and provide contact information for the citizen to inquire about the outcome.
- When the Minister receives citizens, prepare all relevant information and documents regarding the content of complaints, accusations, recommendations, and feedback within the scope of the agency or unit to serve the Minister's reception of citizens.
- After the reception of citizens, the Chief Inspector will issue a conclusion on the reception of citizens by the Minister, and the heads of agencies and units under the Ministry will issue conclusions on their own reception of citizens.
- Implement the provisions stated in Article 10 of these Regulations.
- Arrange a reception room and provide the necessary conditions and equipment to serve the reception of citizens at the Ministry's headquarters; guide and welcome citizens according to the regulations.
- Timely notify the Inspectorate of the Ministry when citizens request the resolution of complaints, accusations, recommendations, and feedback.
- Announce the schedule for the Minister's reception of citizens as prescribed in these Regulations.
- Ensure safety and order in the activities of receiving citizens.
- Arranging the reception of citizens by the Minister when there are registered citizens; prioritize the reception of citizens for cases of complaints, accusations, recommendations, and feedback involving a large number of people that are complex and prolonged.
- In cases related to the responsibilities of multiple levels and departments, the Inspectorate of the Ministry is responsible for coordinating with relevant agencies, units, and individuals with authority to study and analyze the nature, extent, and causes of the issue to propose solutions, while preparing documents for the Minister to respond to citizens.
- Arranging civil servants from the Inspectorate of the Ministry to directly receive citizens at the Citizen Reception Room of the Ministry.
- Complaints, accusations, recommendations, and feedback received from citizens must be recorded in the Citizen Reception Book or entered into the national database on citizen reception, complaint resolution, accusations, recommendations, and feedback, or citizen reception management software, and kept at the place of citizen reception. The Citizen Reception Book shall be implemented according to Form No. 03 issued with this Regulation.
- Proactively coordinating with agencies and units in receiving citizens; coordinating the preparation of dossiers and documents when the Minister receives citizens.
- Guiding and responding to complaints, accusations, recommendations, and feedback from citizens within the jurisdiction of the Inspectorate of the Ministry.
- The Chief Inspector of the Ministry is responsible for receiving citizens every Thursday. In the event that it is objectively impossible to receive citizens according to the schedule, the Chief Inspector will receive them on the next working day or may delegate the authority to a deputy to receive citizens.
- Implement the reporting regime for the competent authorities on the results of citizen reception work of the Ministry.
- Implementing the provisions in Articles 3, 4, 5, 6, 7, 8 of this Regulation.
- For cases within the state management jurisdiction of the Ministry, involving multiple agencies and units under the Ministry, report to the Chief Inspector and request coordination with relevant agencies and units to receive citizens.
