Academy officials and employees include: lecturers, researchers, officers, and employees of other ranks.
Academy officials and employees, in addition to the rights and obligations prescribed by law, also have the following responsibilities and powers:
- Strictly comply with the Party's guidelines and policies, the State's laws and the Academy's rules and regulations.
- Complete professional tasks and other tasks assigned by the Academy and the direct management unit. Have a healthy lifestyle, not one that is bureaucratic, authoritative, or bossy. Continuously study to improve professional qualifications and skills.
- Participate in building a strong unit by participating in cultural, political, and social activities organized by the Academy and the unit.
- Have a sense of discipline and responsibility in work; comply with the mobilization and work assignments of superiors; Be conscious of saving and protecting public property.
- Officers and employees assigned to directly manage equipment and assets of the Academy must be compensated in part or in whole at market prices if they damage or lose such equipment and assets; In cases of force majeure, no compensation is required.
- Contribute ideas to the resolution of important issues of the Academy, issues related to the implementation of the Regulation on Democracy at the grassroots.
- Participate in Academy management, participate in Party and union work when trusted.
- Receive salary, allowances, and benefits according to State regulations and Academy regulations; be considered for a medal for the cause of education and other noble awards; and meet the necessary conditions to improve professional qualifications and skills.

Lecturers of the Academy in addition to the general responsibilities and powers for officials and employees specified in Article 19 of this Regulation; regulations in the Law on Higher Education; and the university charter, also have the following responsibilities and powers:
* Responsibility:
- Carry out teaching and scientific research according to the Academy's teaching regulations.
- Constantly self-educate in terms of quality, ethics, politics, expertise, and professionalism; improve teaching methods to improve training quality; participate in and chair scientific research projects, technology development, science and technology services, and other science and technology activities.
- Guide and help learners in learning, scientific research, and training in thought, morality, behavior, and lifestyle.
* Power:
- Ensure organizational and technical material for professional activities; use the Academy's training services, scientific and technological research, and public services.
- Have the right to choose reference materials, teaching methods, and media to promote personal capacity, ensure approved content and programs, and quality and effectiveness of training and science and technology activities.
- Sign contracts for teaching and scientific and technological research with training establishments, research establishments, production establishments, and other economic organizations, provided that they have completed their assigned tasks and are approved by the Academy Director.
- Register for recognition and be appointed to the title of Professor or Associate Professor according to State regulations; was considered by the State to be awarded the title of People's Teacher and Outstanding Teacher.
- Receive professional training and pedagogical skills according to regulations of the Ministry of Education and Training and the Ho Chi Minh National Academy of Politics.
- Attend scientific conferences and seminars at home and abroad according to regulations.

- At the request of the units, the Academy invites qualified people to participate in teaching under the visiting mode. The process of inviting and managing visiting lecturers is carried out according to the Academy's teaching regulations.
- Those invited to guest lecture must ensure that they complete their duties where they work.
