Resolution 02-NQ/TW of 2021 regarding the innovation of the organization and activities of Vietnam's Trade Unions in the new situation issued by the Central Committee.
One of the main tasks and solutions proposed is to strengthen the leadership of the Vietnam Communist Party towards the organization and activities of trade unions, specifically:
- Ensure the comprehensive and absolute leadership of the Vietnam Communist Party over the organization and activities of trade unions, creating conditions for trade unions to perform well their functions and tasks; overcoming the situation of loosened leadership roles or interference, undertaking tasks inappropriate with the functions and duties of trade union organizations. Party committees and organizations regularly lead and orient the workers' organizations in enterprises to operate in accordance with their principles and purposes, complying with the law; prevent and stop any misuse of workers' organizations in enterprises to infringe upon the rights and interests of workers and enterprises, causing loss of security and order.
- Renew and improve the quality of propaganda and dissemination to ensure that Party committees, organizations, government, the National Front, and other political and social organizations fully and deeply understand the position, role, function, tasks, opportunities, challenges, and new issues posed to the Vietnam Trade Unions in the context of deep international integration and the signing of many new generation free trade agreements and ratification of international labor conventions related to labor, trade unions.
- Pay attention to leading the development and improving the effectiveness of party and mass organizations in non-state sector enterprises; establish trade union organizations to lay a precedent for the establishment of party and other mass organizations. In places without party organizations, Vietnam Communist Party leadership is provided to trade unions through the immediate superior trade union; trade union officials at all levels, especially grassroots trade union officials, are tasked with disseminating the Party's guidelines and policies, and the State's laws to members and workers. Focus on leading and directing the development of party members; prioritizing fostering and introducing workers and laborers who meet standards to join the Vietnam Communist Party.
- Party committees regularly and closely cooperate with superior trade unions in leading and directing the organization and personnel work and activities of trade unions at their level. Annually and when necessary, standing committee or executive committee of the Party units (where there is no standing committee) convene with the executive committee of the same level trade unions to understand their activities, directive, and orientation for future tasks; listening to the aspirations and promptly directing the resolution of rightful proposals from members and workers.
- Strengthen inspection, supervision, summary, and review of the implementation of resolutions, directives, and conclusions of the Vietnam Communist Party regarding workers and trade unions. Promote the exemplary responsibility of party members who are trade union officials, especially the leaders. Party members working in agencies, units, and enterprises with enough conditions must participate in trade union organizations and model and actively engage in trade union activities.
- Timely review and amend regulations on management and use of trade union funds and assets in accordance with legal regulations, ensuring transparency, meeting task requirements in the new situation; establish a mechanism for financial use linked to overall tasks, priority areas, and balance among trade union levels. Maintain existing resources; collect trade union fees and encourage socialization of resources for trade unions to effectively carry out assigned tasks.
- Utilize financial resources and trade union assets economically and effectively, prioritizing resources for caring, representing, and protecting workers' rights. Enhance inspection, auditing, and supervision of trade union finances and assets. Proactively and actively fight against corruption, waste, and negativity at all trade union levels; promptly rectify and strictly handle violations in the management and use of finances and assets.
- Rearrange, strongly renew, and improve operational efficiency and autonomy of trade union economic enterprises, public service providers, contributing to creating resources for trade union activities.
