Notice 267/TB-VPCP conclusions of Deputy Prime Minister Tran Hong Ha, Chairman of the National Committee on the Elderly of Vietnam, at the meeting of the National Committee on the Vietnamese Elderly in 2023, issued by the Government Office of Vietnam on 7/7/2023.

After listening to the reports of the Ministry of Labour, Invalids, and Social Affairs and the Vietnam Association of Elderly, together with the discussion opinions of the meeting participants, Deputy Prime Minister Tran Hong Ha, Chairman of the National Committee, concluded as follows:

- In the context of the current population aging, the care and promotion of the role of the elderly are increasingly important to the Party and State. Protection and care for the elderly are integrated into many programs and tasks of ministries, branches, and localities. Elderly people are given favorable conditions to actively participate in movements for building new countryside, protecting national security, social order and safety, culture, physical training, sports, etc. in the area, residential area, etc.

However, working with the elderly still has some shortcomings, limitations, and difficulties: Many elderly people still have difficult circumstances (5% of elderly people do not have health insurance as prescribed, many elderly people are still living in temporary, dilapidated houses...); the level of social allowance for the elderly is low, only equal to 24% of the rural poverty line in the period of 2021–2025; Social assistance services, medical care, culture, physical training, and social care have not yet met the needs of the elderly, especially in big cities, rural areas, and mountainous areas. deep-lying and remote areas; resources to care for and promote the role of the elderly in some localities are still difficult.

- With the theme of 2023 "The elderly are focused on taking care and promoting their role", requesting all levels, branches, mass organizations, and the whole society to continue paying attention and giving priority to this work, creating conditions for the elderly to promote their roles and make more contributions to the society; Ministries, branches, and localities according to their assigned functions and tasks, continue to ensure the well-organized implementation of the National Action Program on the elderly for the 2021–2030 period, the Program on health care for the elderly up to 2030, and regimes, policies, programs, schemes, projects, and tasks on the elderly.

- Assign the Ministry of Labor, War Invalids, and Social Affairs to assume the prime responsibility for, and coordinate with the Central Committee of the Vietnam Elderly Association in, collecting opinions from the meeting participants:

(i) Finalize the report proposing to include in the Regular Government Meeting in July 2023 the following contents: solutions to issue health insurance cards for about 5% of elderly people who do not have health insurance cards; solutions to remove temporary and dilapidated houses for elderly households; study and submit to competent agencies for settlement of social allowances and social pensions for the elderly from 75 to 80 years old;

(ii) Review, evaluate; develop, and submit to the Government for promulgation the National Strategy on the Elderly in order to promptly respond to the trend of population aging taking place in Vietnam.

Thus, in the coming time, the Ministry of Labor will study and submit to the competent authority a proposal to settle social allowances and social pensions for the elderly from 75 to 80 years old.
