Regarding this issue, LawNet would like to answer as follows:
On February 19, 2024, the Minister of Labor, War Invalids, and Social Affairs issued Circular 01/2024/TT-BLDTBXH on the process of developing, appraising, and promulgating training programs at intermediate and college levels; organizing the compilation, selection, appraisal, approval, and use of textbooks.
Training curriculum at intermediate and college levels in vocational education must meet the following requirements:
- Complying with the goals, requirements, content of the training program, and the subjects and modules in the program.
- Ensuring accuracy, system, and pedagogy; ensuring balance and compatibility between professional content and illustrations, drawings, and diagrams.
- The content of knowledge, skills, and capacity requirements of learners must ensure the objectives of each chapter and lesson in each subject and module.
- At the end of each chapter and lesson, there must be a system of questions, exercises, and methods to test and evaluate learners' knowledge and skills; The textbook must have a list of reference materials; References must have clear origins.
- Presentation is brief, simple, and easy to understand; Use common, consistent professional terminology; Drawings, drawings, and illustrative diagrams must clarify knowledge and skills.
- Ensure compatibility with equipment, learning resources, and other teaching methods and means.

According to Article 11 of Circular 01/2024/TT-BLDTBXH regulating the compilation and selection of training textbooks at intermediate and college levels in vocational education:
- The head of a vocational education facility decides to establish a curriculum compilation team to ensure the following requirements: Have a university degree or higher, have at least 3 years of teaching experience in the field or profession to be compiled; knowledgeable and experienced in building and compiling textbooks.
- Organize and compile textbooks
+ Research training programs; regulate the minimum amount of knowledge, capacity requirements, and job positions of industries and occupations; detailed program of subjects; modules in the training program; results of business surveys, results of job analysis and job analysis.
+ Research and refer to other relevant professional documents.
+ Compile detailed curriculum content (according to the form in Appendix 04).
+ Ask for expert opinions on the content of the textbook.
+ Synthesize comments, correct, edit, and complete the textbook.
- Select curriculum
+ The head of a vocational education facility may choose textbooks compiled by other domestic or foreign training institutions to ensure compliance with the law on intellectual property and suitability for the training program to be used as official teaching and learning materials of the school.
+ Depending on the specific requirements of the selected training curriculum, the head of the vocational education facility decides to organize the appraisal of the curriculum before approving its implementation. The appraisal (if any) is carried out according to the provisions of Article 12 of Circular 01/2024/TT-BLDTBXH.
