Regarding this issue, LawNet would like to answer as follows:

1. Requirements for quality assessment of surveying and cartographic products in Vietnam

Requirements for quality assessment of surveying and mapping products  in Vietnamaccording to Article 8 of Circular 24/2018/TT-BTNMT are as follows:

- Quality assessment of surveying and mapping products must be carried out from the general to the detailed at the construction unit level and the investor level.

- The quality assessment of surveying and mapping products must be carried out on the basis of the plan for assessment, appraisal, and acceptance of product volume and quality specified in Clause 2, Article 6 of Circular 24/2018/TT-BTNMT.

The assessment process must comply with the production process, the product of the previous stage must be qualified to be used for the next stage.

- Supervision during the implementation of schemes, projects, and technical designs - cost estimates, measurements, and maps must be carried out from the beginning of the implementation until acceptance, handing over the product to put into operation to ensure quality and efficiency.

- The content and methods of checking the quality of surveying and mapping products must comply with the provisions of Article 10 of Circular 24/2018/TT-BTNMT:

+ The content and level of assessment for basic surveying and mapping products are specified in Appendix 1a, issued together with CCircular 24/2018/TT-BTNMT. For specialized surveying and cartographic products without specific regulations on assessment contents and levels, the provisions in Appendix 1b issued together with Circular 24/2018/TT-BTNMT shall be followed.

In case of increasing or decreasing the content, the assessment level to suit the quality criteria must be specified in the scheme, project, technical design - cost estimate approved by the competent authority.

Product quality check method:

++ Product quality assessment can be done in-house, off-site, or both, depending on the specific product category.

In some cases, it is necessary to re-implement the work content of the production process in order to compare, contrast, and evaluate product quality with standards and technical regulations and the content of the approved scheme, project, technical design - cost estimate;

++
  During the product quality assessment process, it is allowed to use equipment, technology, and other sources of data, such as: remote sensing images and the latest thematic maps, to evaluate product quality. In cases of conflict, it must be checked in the field;

++ Depending on the technological process, type of product, software used in construction, the assessment can be done by automatic, semi-automatic, or manual methods to ensure the assessment of product quality is objective, complete, and accurate;

++ For probabilistic assessment work items, the assessment sampling range must be evenly distributed throughout the entire construction scope;

++ For products that can be tested for final product quality by means of synthesis, the unit performing the investor-level assessment shall prepare the quality assessment plan and submit it to the investor for approval.

Record test results:

At the end of the test, the test results must be recorded. The test results are recorded on the Test Note Sheet. An assessment opinion form must be made separately for each item according to Form No. 4, Appendix 3, issued together with Circular 24/2018/TT-BTNMT, and must show specific grounds for evaluating and concluding product quality.

For indicators of quality assessment through measurement, there must be specific data and measurement results;

++ On the basis of the assessment notes, synthesize the quality assessment for each item and make a quality assessment record of each item according to Form No. 5, Appendix 3 issued together with Circular 24/2018/TT-BTNMT.

2. Principles of assessment, appraisal, and acceptance of surveying and cartographic products' quality in Vietnam

The principles of assessment, appraisal, and acceptance of the quality of surveying and mapping products according to Article 4 of Circular 24/2018/TT-BTNMT are as follows:

- Quality assessment of surveying and mapping products must be carried out regularly during the production process on the basis of the construction progress of the project, the technical design estimate, and the assigned tasks.

- The appraisal must be carried out independently of the product quality assessment.

- Acceptance work is only carried out on the basis of assessment and appraisal results.

- For surveying and mapping tasks of the nature of international cooperation, the assessment, appraisal, and acceptance shall comply with bilateral and multilateral regulations, schemes, and projects approved by the Parties. In the absence of a specific regulation, Circular 24/2018/TT-BTNMT shall be followed.
