According to Clause 1, Article 7 of Circular 2/2021/TT-BNV, specialists are civil servants with basic professional qualifications in agencies and administrative organizations at the district level or higher; be responsible for researching, formulating and organizing the implementation of policies and laws by industry, field or locality.
Tasks with the rank of Specialist according to Clause 2, Article 7 of Circular 2/2021/TT-BNV are as follows:
- Participating in the formulation and implementation of regulations and regulations on professional management of sectors, fields, and localities; formulating mechanisms and specific decisions of each management content according to the provisions of law, suitable to the actual situation;
- Advising and submitting to competent authorities to decide on specific issues; proactively coordinating with relevant units and other civil servants in performing their assigned tasks according to their assigned competence and responsibilities;
- Participating in checking, collecting information, making statistics, managing records, and storing documents and data to serve the work;
- Monitoring, urging, inspecting, and proposing measures to implement regulations or management decisions with results;
- Directly performing official duties and other tasks assigned by superiors.
Standards for professional and professional capacity with the rank of Specialist according to Clause 3, Article 7 of Circular 2/2021/TT-BNV are as follows:
- Understanding the Party's guidelines and policies, laws on industries and fields of work, management objectives and objects, a system of principles, and professional management mechanisms within the scope of work;
- Capable of participating in the formulation and guidance of regimes, policies, and regulations on state management in their respective branches, domains, or localities; capable of participating in management research and the processing of management information;
- Ability to work independently or in groups; have skills in drafting documents and presenting issues assigned to advise and propose;
- Having basic information technology skills and using foreign languages or using ethnic minority languages for civil servants working in ethnic minority areas as required by the job position.
Standards on qualifications for training and retraining with the rank of Specialist according to Clause 4, Article 7 of Circular 2/2021/TT-BNV are as follows:
- Possessing a university degree or higher with a major or training discipline relevant to the industry or field of work;
- Possessing a certificate of state management knowledge and skills training for civil servants of expert rank and equivalent.
Requirements for civil servants participating in the exam to raise the rank to the rank of Specialist according to Clause 5, Article 7 of Circular 2/2021/TT-BNV are as follows:
Having held the rank of civil servant and equivalent for full 03 years or more (excluding the probationary period or probationary period). If the period is equivalent to the rank of civil servant, the period of holding the rank of civil servant shall be at least 01 year (full 12 months) until the expiration of the time limit for submitting the application for registration for the rank promotion exam.
According to Clause 1, Article 14 of Circular 2/2021/TT-BNV, the salary ranking of administrative civil servants is as follows:
- The Senior Specialist class (code 01.001) applies the salary scale for civil servants in grade A3, group 1 (A3.1), from salary coefficient 6.20 to salary coefficient 8.00;
- The Chief specialist class (code 01.002) applies the salary scale for civil servants in grade A2, group 1 (A2.1), from salary coefficient 4.40 to salary coefficient 6.78;
- The Specialist class (code 01.003) applies the salary scale of civil servants in grade A1, from salary coefficient 2.34 to salary coefficient 4.98;
- The Civil Servant class (code 01.004) applies the salary scale of the civil servants grade A0, from the salary coefficient 2.10 to the salary coefficient 4.89;
- The Employee class (code 01.005) applies the salary scale for civil servants in grade B, from salary coefficient 1.86 to salary coefficient 4.06.
Thus, the rank of Chief Specialist (code 01.002) applies the salary scale for civil servants of class A2, group 1 (A2.1), from salary coefficient 4.40 to salary coefficient 6.78.
