1. Regulations on the Youth Volunteer Team in Vietnam

Regulations on the Youth Volunteer Team according to Article 12 of Decree 12/2011/ND-CP are as follows:

- The General Youth Volunteer Team established, dissolved, and managed by the Ho Chi Minh Communist Youth Union of the same level as prescribed in Article 5 of Decree 12/2011/ND-CP:

+ Youth volunteers are only established when it is necessary to mobilize young people to perform tasks as prescribed in Article 4 of Decree 12/2011/ND-CP for a period of 24 months or more.

The authority to establish, dissolve, and manage youth volunteers is prescribed as follows:

++ Youth volunteering at the Central Government is established, dissolved, and managed by the Central Committee of Ho Chi Minh Communist Youth Union;

++ Youth volunteers in provinces and centrally run cities (hereinafter collectively referred to as provincial youth volunteers) are established, dissolved, and managed by the Ho Chi Minh Communist Youth Union of provinces and cities.

+ The establishment of youth volunteers must be approved by a competent state management agency in accordance with the law.

- The organizational structure of the General Youth Volunteer Team includes:

+ Team Captain and no more than 3 Vice Captains;

+ Specialized technical departments and direct management and employment of young volunteers were established under the guidance of the Central Committee of the Ho Chi Minh Communist Youth Union.

The General Youth Volunteer Team has the following tasks:

+ Participating in the implementation of assigned socio-economic development programs and projects in disadvantaged areas; contributing to hunger eradication and poverty reduction; population stabilization; and maintenance of national security and defense;

+ Participating in performing tasks of preventing, combating, and overcoming the consequences of natural disasters, epidemics, environmental protection, maintaining traffic order and safety, preserving urban civilization, and other difficult and unexpected tasks;

+ Organizing the production of goods, providing services, transferring scientific and technical advances, and providing vocational training in association with job creation for young people;

+ Educating, training, fostering, and taking care of the spiritual and cultural lives of young volunteers;

+ Summarizing and reporting to the Youth Volunteers Command at the same level on the organization, operation, and implementation of regimes and policies towards youth volunteers.

2. Central and Provincial Youth Volunteer Force Commanding Committees

2.1. Central Committee of Youth Volunteer Force

The Central Steering Committee for Youth Volunteers, according to Article 10 of Decree 12/2011/ND-CP, is as follows:

- The Central Committee of Youth Volunteers Force was established, dissolved, and managed by the Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union according to the provisions of Article 5 of Decree 12/2011/ND-CP.

- The Central Commanding Committee of the Youth Volunteers Force consists of: the Commander, no more than 3 Deputy Commanders, and professional departments under the guidance of the Central Committee of the Ho Chi Minh Communist Youth Union.

- The Central Commanding Committee of the Youth Volunteer Force has the following tasks and powers:

+ Help the Central Committee of the Ho Chi Minh Communist Youth Union decide on the organization, activities, and policies for young volunteers;

+ Direct, urge, and inspect youth volunteering units under the central youth volunteer force and local youth volunteering units assigned tasks by competent central agencies;

+ Act as the focal point to maintain and ensure the information regime and to coordinate the tasks of young volunteers;

+ Synthesize and report to the Central Committee of the Ho Chi Minh Communist Youth Union on the organization, operation, and implementation of policies towards youth volunteers.

2.2. Provincial Youth Volunteer Force Commanding Committee

Provincial Youth Volunteer Force Steering Committee, according to Article 11 of Decree 12/2011/ND-CP, is as follows:

- Provincial Youth Volunteer Force Command Committee established, dissolved, and managed by the Ho Chi Minh Communist Youth Union at the same level as prescribed in Article 5 of Decree 12/2011/ND-CP.

- Provincial Youth Volunteer Force Commanding Committees include: Commander, no more than 3 Deputy Commanders, and professional divisions under the guidance of the Central Committee of the Ho Chi Minh Communist Youth Union.

Provincial-level Youth Volunteer Force Commanding Committees have the following duties and powers:

+ Help the Ho Chi Minh Communist Youth Union at the same level decide on the organization, activities, and policies for young volunteers;

+ Direct, urge, guide, and inspect youth volunteer units under the provincial youth volunteer force to perform assigned tasks;

+ Act as the focal point to maintain and ensure the information regime and to coordinate in the performance of tasks of the youth volunteer forces at the provincial level;

+ Synthesize and report to the Ho Chi Minh Communist Youth Union at the same level and the Central Youth Volunteer Force Command on the organization, operation, and implementation of policies towards youth volunteers.
