Regulations on the Screenplay Appraisal Council using the state budget in Vietnam (Internet image) 

Circular 19/2022/TT-BVHTTDL stipulates the organization and operation of the Screenplay Appraisal Council in Vietnam.

Establishment of Screenplay Appraisal Council using the state budget of Vietnam

- The council is established by the investor's decision at the request of the project management agency. The investor has the right to dismiss, remove, or replace a member of the Council in one of the cases specified in Article 8 of Circular 19/2022/TT-BVHTTDL.

- Based on the type of film script, the investor decides to establish a Council, including:

+ Screenplay appraisal council;

+ Board of appraisal of scripts for documentary and scientific films;

+ Board of appraisal of cartoon script.

- Composition of the Council

Council members:

The Council has at least 05 members or more (the number is odd), including the Chairman, Vice Chairman, and members, including: representatives of state management agencies in charge of cinematography, screenwriters, directors, persons with expertise in each type of film, professional reputation, and other appropriate titles selected by the investor;

In case of necessity, the investor can invite some more experts to consult.

The Standing Committee of the Council consists of the Chairman, Vice President, and Secretary.

Council President:

++ For the Council established by the Ministry of Culture, Sports, and Tourism, the Chairman of the Council is the Director of the Cinema Department;

+ For councils established by ministries, ministerial-level agencies, agencies attached to the Government, central agencies of political organizations, socio-political organizations, and socio-political-professional organizations, the Chairman of the Council is the head of the project management agency;

++ For the Council established by the People's Committee of the province, the Chairman of the Council is the leader of the Department of Culture, Sports, and Tourism, or the Department of Culture and Sports.

Council Secretary:

The Council Secretary is appointed by the project management agency and works according to the terms of the Council. The Secretary of the Council may be a member of the Council.

The term of office of the Council is 2 years.

Activities of the Screenplay Appraisal Council using the state budget of Vietnam

- Within 05 (five) working days from the date of receipt of the script appraised by the cinematographic establishment, the Standing Board of the Council shall send the script and the script appraisal sheet to the Council members.

The scenario appraisal sheet is made according to Appendix 1 issued together with Circular 19/2022/TT-BVHTTDL.

- Within 10 (ten) working days from the date of receipt of the script sent by the Standing Committee of the Council, the Council member is responsible for appraising and sending the script appraisal form to the Standing Committee of the Council.

In the event that a member of the Council has sent the script appraisal form to the Standing Committee of the Council, but before the meeting of the Council has a different opinion than the previously sent scenario appraisal form, it can be sent back to the Standing Committee of the Council to summarize at the meeting and serve as the basis for the Council's conclusions.

- The meeting of the Council shall be held based on the actual number of scenarios proposed for appraisal.

- Meetings of the Council must be attended by at least 2/3 of the total number of Council members.

- The conclusion of the Council must be approved by at least 2/3 of the total appraisal opinions of the Council members. The Council's conclusions must be recorded in the minutes of the Council meeting.

- The appraisal form and opinions at the meeting of the members of the Council, the conclusion of the Council are the basis for the project management agency to draft the script appraisal document.

- Within 15 (fifteen) working days from the end of the meeting of the Council, the project management agency shall send a written appraisal of the script to the cinema establishment that has the script requested for appraisal.
