Article 26 of the Law on Mobile Police 2022 stipulates the recruitment of the Mobile Police as follows:
- Vietnamese citizens, regardless of whether they are male or female, who have political and moral qualities, have good health and an age suitable to the requirements of their duties, and are voluntary, may be recruited into the Mobile Police.
- Mobile police are given priority to recruit citizens according to the provisions of Clause 1, Article 26 of the Law on Mobile Police 2022 who have professional, technical, or professional qualifications or have suitable aptitudes and talents for long-term service in the Mobile Police.
Article 25 of the Law on Mobile Police 2022 stipulates the regimes and policies for Mobile Police officers and soldiers as follows:
- Mobile police officers and soldiers are entitled to regimes and policies as prescribed by law for officers and soldiers of the People's Public Security.
- Officers and soldiers of the Mobile Police, when serving in the army, are entitled to preferential policies and special regimes suitable to the nature of their tasks and areas of operation.
- Mobile police officers are provided with official residences.
- The Government shall detail Clause 2, Article 25 of the Law on Mobile Police 2022.
Pursuant to Article 27 of the Law on Mobile Police 2022, training, retraining, and arranging to use Mobile Police officers and soldiers are as follows:
- Officers and soldiers of the Mobile Police are trained and fostered in politics, law, and profession; military training, martial arts, and other necessary knowledge in accordance with assigned tasks and powers;
Encourage talent development for long-term service in the Mobile Police.
- Officers and soldiers of the Mobile Police are organized according to the payroll schedule and arranged for use in accordance with the nature, requirements, and areas of operation of each unit and force.
In Article 9 of the Law on Mobile Police 2022, the tasks of the Mobile Police are as follows:
- Advise the Minister of Public Security on armed measures to protect national security, ensure social order and safety; to build a revolutionary, regular, elite, and modern Mobile police force.
- Use armed measures is mainly to combat acts of rioting and terrorism.
- Use armed measures and other working measures to perform the following tasks:
+ Attacking, preventing subjects from taking hostages, using violence to infringe on or threaten to infringe on the life, health, and property of individuals or organizations;
+ Dissolution of mass gatherings causing disturbances to security and order;
+ Protecting important political, economic, diplomatic, scientific - technical, cultural, and social events and objectives and protecting the transportation of special goods;
+ Patrolling and controlling to ensure security and order.
- Develop and rehearse plans to perform the tasks specified in Clauses 2 and 3, Article 9 of the Law on Mobile Police 2022.
The Minister of Public Security shall prescribe the process of formulating and implementing the Mobile Police's plan.
- Train and retrain command, military, martial arts, techniques, and tactics for Mobile Police officers and soldiers and officers, soldiers, and trainees in the People's Public Security;
Assume the prime responsibility for, and coordinate training in, anti-terrorism work for specialized forces and forces mobilized to participate in counter-terrorism;
Participate in security training for the security forces of ministries, branches, and localities in accordance with the law.
- Manage, train, and use professional animals to protect national security and ensure social order and safety.
- Perform rituals in the People's Police and important events as prescribed.
- Coordinate and support forces in the People's Police and other agencies, organizations, units, and forces in protecting national security, ensuring social order and safety, and fighting against and preventing crime;
Control, combat, and overcome disasters, natural disasters, and epidemics;
Search, rescue, and rescue; build a movement of all people to protect national security.
- Perform other duties as prescribed by the Law on People's Public Security and relevant laws.
