1. Regulations on the organization and operation of pedagogical colleges in Vietnam

- Regulations on the organization and operation of pedagogical colleges include the following main contents:

+ School name, initials (if any);

+ Objectives and missions;

+ Organization and management of the school;

+ Organizing training activities, scientific and technological research, international cooperation, and quality assurance activities;

+ Duties and rights of lecturers, managers, officials, and employees;

+ Duties and rights of learners;

+ Finance and property;

+ The relationship between pedagogical colleges and educational institutions, enterprises, families, and society;

+ Inspecting, examining, publicizing, supervising, rewarding, and handling violations.

- The principal of the pedagogical college is responsible for organizing and building regulations on the organization and operation of the pedagogical college on the basis of concretizing the provisions in this Charter in accordance with the specific conditions of the school and not contrary to the provisions of current law.

The school's organizational and operational regulations must be widely consulted by administrators, lecturers, learners, and employees of the school and stakeholders, ensuring publicity, transparency, and consulting by the scientific and training council, and must be approved by the university council. Based on the school council resolution, the principal signs and promulgates the regulations on the organization and operation of the pedagogical college, which must be published on the school's website at least 45 days before implementation.

- Within 10 working days from the date of signing the promulgation of the regulations on the organization and operation of the pedagogical college, the school principal is responsible for sending messages to the following agencies:

+ Ministry of Education and Training;

+ Direct management agency of the pedagogical college;

+ Department of Education and Training of the provinces and centrally run cities where the school is headquartered.

2. Objectives and mission of the pedagogical college in Vietnam

- Pedagogical college established by the State to train and foster a team of college-level teachers and educational administrators with quality and efficiency, contributing to meeting the educational development requirements of the locality and the country; Training and fostering vocational education levels according to the provisions of the law to meet people's learning needs and human resource needs, contributing to the socio-economic development of the locality and the whole country.

- The goals and mission of the pedagogical college are specified in the development plan and strategy of the pedagogical college, ensuring compliance with the local socio-economic development strategy and Vietnam's education development strategy.

3. Principles for naming and renaming pedagogical colleges in Vietnam

- The Vietnamese name of the pedagogical college includes the following phrases:

+ Phrase identifying type of school: College of Education;

+ The phrase "central" if the school belongs to central ministries and branches;

+ Phrases to identify proper names: local names, names of cultural and historical celebrities, names of individuals, organizations (if any) and other proper names.

The phrase identifying the local name must be associated with the place where the school's headquarters are located. The school's own name must not overlap or cause confusion with the name of another previously established school, ensuring the purity of the language and not using words or symbols that violate the historical, cultural, ethical, and fine customs of the nation; Must not cause confusion about school class or ranking, and must not cause misunderstandings about the school's organization and operations.

- The international transaction name of the pedagogical college is translated from Vietnamese into a foreign language with the exact meaning of the Vietnamese name; it must use foreign language terms in accordance with international practice and not translate individual names.

- The name in Vietnamese of the pedagogical college is recorded in the establishment decision, seal, sign, documents, and transaction papers of the school and is attached to the head office and branch of the school.
