On August 22, 2024, the Minister of Home Affairs promulgated Decision 588/QD-BNV regarding the Operational Regulations of the Electronic Information Portal for State Administrative Reform of the Ministry of Home Affairs - the Standing Agency for Administrative Reform of the Government of Vietnam.

Role of the State Administrative Reform Portal of the Ministry of Home Affairs of Vietnam

The Portal aims to propagate and disseminate the policies and guidelines of the Communist Party and the Government of Vietnam regarding state administrative reform; provide information on the implementation status and achieved results of administrative reform at various ministries, central authorities, and local authorities; share experiences, models of reform, and the development of public administration; and serve as a channel for the Government of Vietnam, the Prime Minister of the Government of Vietnam, the Steering Committee for Administrative Reform of the Government of Vietnam, the Ministry of Home Affairs - the Standing Agency for Administrative Reform of the Government of Vietnam, and other state administrative agencies to communicate and listen to the public and societal opinions on state administrative reform.

Structure of the State Administrative Reform Portal of the Ministry of Home Affairs of Vietnam

- The Portal can be accessed on the Internet at http://caicachhanhchinh.gov.vn.

- The Portal is designed to consist of 02 main components, structured as follows:

+ The external communication component, which includes the interface, sections, specialized sections, sub-specialized sections, images, and languages of the Portal.

+ The internal technical component, which includes software that manages the functions necessary to maintain and operate the Portal.

+ The structure of the Portal may be adjusted or changed as needed.

Operating Principles of the State Administrative Reform Portal of the Ministry of Home Affairs of Vietnam

- The Portal operates in compliance with legal regulations and the regulations and guidelines of the Ministry of Home Affairs.

- Information on the Portal must align with the viewpoints, guidelines, and policies of the Communist Party, and the state’s laws; serve the directives and administrative reform efforts of the Government of Vietnam, the Prime Minister of the Government of Vietnam, and the Steering Committee for Administrative Reform of the Government of Vietnam; and meet the information needs of citizens, businesses, agencies, and organizations.

- Information provided on the Portal must be accurate, truthful, objective, timely, and comply with legal regulations on protecting state secrets, press laws, intellectual property rights, internet information management, and other relevant legal regulations.

- Agencies, organizations, and individuals providing information to the Portal are legally responsible for the accuracy of the information they supply and must follow legal provisions related to information provision.

- Information cited or reused on the Portal must be from official sources, clearly state the author and information source, and have written consent from providing organizations (if required).

- All agencies, organizations, and individuals have the right to access and use information from the Portal and must clearly cite “Source: State Administrative Reform Portal” when using any information from the Portal.

- It is strictly prohibited to use or provide information on the Portal for purposes against the Communist Party and the state; to harm national security, public order, and social safety; to disrupt social morals; or to provide false, slanderous information that damages the reputation of agencies, units, organizations, and individuals; to violate intellectual property rights, or to conduct commercial transactions.

- The Portal operates under the direction and management of the Editorial Board and the Permanent Division of the Editorial Board.

- Information will be rejected from publication on the Portal if it: Does not fall within the Portal’s role and function; does not comply with the viewpoints, guidelines, and policies of the Communist Party and the state’s laws; falls under the state secret list; is decided by competent authorities to not be publicly disseminated or to be limited in dissemination; is not factual; has unclear origins; is repetitive of content already published on the Portal; requires verification; or does not meet the quality standards of the Portal.
