1. Which vehicles are considered priority vehicles in Vietnam?

According to Clause 1, Article 27 of the Law on Road Traffic Order and Safety 2024, priority vehicles include fire trucks of the Fire Prevention, Fighting, and Rescue Police and fire trucks of other forces mobilized to perform firefighting tasks; vehicles of military, police, and inspection forces performing urgent duties; motorcades led by traffic police; ambulances performing emergency duties; vehicles on embankment protection duty; vehicles performing search, rescue, disaster response, epidemic control or vehicles performing duties in emergency situations as stipulated by law; funeral processions.

2. What is the order of priority vehicles in Vietnam?

According to Clause 2, Article 27 of the Law on Road Traffic Order and Safety 2024, priority vehicles have the right to proceed ahead of other vehicles at intersections from any direction in the following priority order from top to bottom:

- Fire trucks of the Fire Prevention, Fighting, and Rescue Police and fire trucks of other forces mobilized to perform firefighting tasks;

- Vehicles of military, police, and inspection forces performing urgent duties; motorcades led by traffic police;

- Ambulances performing emergency duties;

- Vehicles on embankment protection duty; vehicles performing search, rescue, disaster response, epidemic control or vehicles performing duties in emergency situations as stipulated by law;

- Funeral processions.

3. What are regulations on the color of priority signal lights for priority vehicles in Vietnam?

According to Clause 3, Article 27 of the Law on Road Traffic Order and Safety 2024, the priority vehicles as stipulated in points a, b, c, and d of Clause 2, Article 27 of the Law on Road Traffic Order and Safety 2024 must have a priority signal as prescribed by law. The color of the priority signal lights is regulated as follows:

- Fire trucks of the Fire Prevention, Fighting, and Rescue Police and fire trucks of other forces mobilized to perform firefighting tasks, military vehicles on urgent duty, ambulances on emergency duty have flashing red lights;

- Vehicles of police, inspection forces on urgent duty, traffic police leading vehicles have flashing blue and red lights;

- Vehicles on embankment protection duty; vehicles performing search, rescue, disaster response, epidemic control or vehicles performing duties in emergency situations as stipulated by law have flashing blue lights.

4. What are regulations on signals and technical requirements for signal devices of priority vehicles in Vietnam?

According to Article 19 of Decree 151/2024/ND-CP, regulations on signals and technical requirements for signal devices of priority vehicles are as follows:

- Signals and technical requirements for signal devices of priority vehicles include:

+ For priority signal lights, the signals used: flashing red lights, flashing blue lights, flashing blue and red lights according to the technical requirements specified in Appendix I attached to Decree 151/2024/ND-CP;

+ For priority signal sirens, the signals used are according to the technical requirements specified in Appendix I attached to Decree 151/2024/ND-CP;

+ For priority flags, technical requirements are implemented according to the regulations in Appendix I attached to Decree 151/2024/ND-CP.

- Signals used for signal devices of priority vehicles:

+ Signals for fire trucks of the Fire Prevention, Fighting, and Rescue Police and fire trucks of other forces mobilized to perform firefighting tasks include: flashing red lights, priority signal siren;

+ Signals for military vehicles on urgent duty include: flashing red lights, priority signal siren, military flag;

+ Signals for police vehicles, vehicles of inspection forces on urgent duty include: flashing blue and red lights, priority signal siren;

+ Signals for traffic police leading vehicles include: flashing blue and red lights, priority signal siren, police flag;

+ Signals for ambulances performing emergency duties include: flashing red lights, priority signal siren;

+ Signals for vehicles on embankment protection duty, vehicles performing search, rescue, disaster response, epidemic control, vehicles performing duties in emergency situations as stipulated by law: flashing blue lights.
