Regulations on teachers and learners of training and retraining schools in Vietnam (Internet image)

This content is specified in Decree 103/2022/ND-CP regulating schools of state agencies, political organizations, socio-political organizations and people's armed forces in Vietnam.

Teachers of training and retraining schools in Vietnam

- Teachers of training and retraining schools belong to the contingent of teachers in the national education system.

- Roles, standards, tasks, and rights of teachers in training and retraining schools shall comply with relevant laws.

- Teachers of training and retraining schools who perform the task of training at higher education levels, meeting the standards of lecturer titles at higher education institutions, shall be entitled to policies for lecturers in higher education institutions according to regulations.

- Teachers of the training and retraining school who perform the college-level training task, meeting the standards for the title of lecturer of the vocational education institution, shall be entitled to policies for lecturers in vocational education institutions according to regulations.

- For teachers in training and retraining schools not falling under Clauses 3 and 4 of this Article, the provisions of Clause 4, Article 34 of Decree 101/2017/ND-CP of the Government on training and fostering cadres, civil servants, and public employees shall apply; teachers in training and retraining schools of the people's armed forces shall comply with regulations of the Ministry of National Defense and the Ministry of Public Security.

- Teachers of training and retraining schools who are teaching and conducting scientific research at higher education institutions meet the standards of professors or associate professors appointed in accordance with the law.

- Teachers and educational administrators of the training and retraining school who are qualified for the title of People's Teacher, Excellent Teacher according to the provisions of law shall be awarded the title of People's Teacher and Excellent Teacher by the State.

Learners of training and retraining schools

- Duties and rights of learners

+ To study, research, and practice according to regulations;

+ To respect teachers, managers, officials, and employees of the training and fostering school;

+ To be respected and treated equally, without discrimination on gender, ethnicity, religion, or origin; to be provided with sufficient information on learning and training;

+ To be guaranteed conditions for studying, participating in science and technology activities, and other activities of the training and fostering school;

+ To contribute ideas, participate in the management and supervision of education, training, and retraining activities, and establish conditions for ensuring the quality of education, training, and retraining activities;

+ Other duties and powers as prescribed for learners of the Law on Education, the Law on Higher Education, the Law on Vocational Education, and relevant provisions of law.

- Behaviors learners are not allowed to do are specified in the Law on Education, the Law on Higher Education, the Law on Vocational Education, and other relevant laws.

- Learners who are cadres, civil servants, public employees, officers, professional soldiers, or soldiers of the armed forces who are sent by agencies or organizations for training and retraining at training and retraining schools according to regulations on the rights and responsibilities of cadres, civil servants, public employees, officers, professional soldiers, and armed force soldiers sent for training and retraining.
