Regarding this issue, LawNet would like to answer as follows:
According to Clause 1, Article 5 of Circular 09/2023/TT-BGDDT, subjects for enrollment in training and fostering ethnic minority languages include:
- Enrollment in the training program for teachers of ethnic minority languages:
+ Vietnamese citizens possessing a pedagogical college diploma or higher, a university or college diploma, and a certificate of professional training in pedagogy;
+ Being able to speak the ethnic minority language of the training program.
* Note: Priority is given to ethnic minority people who have graduated from pedagogical universities or permanent pedagogical colleges in ethnic minority and mountainous areas;
- Enrollment in an ethnic minority language training program:
+ Vietnamese citizens are ethnic minorities;
+ Cadres, civil servants, public employees, and officers and soldiers in the police force and army working in ethnic minority areas and mountainous areas.
Forms of organization for training and retraining ethnic minority languages are prescribed as follows:
- For the training program for teachers of ethnic minority languages: organize training in the form of concentration;
- For ethnic minority language training programs: organize training in the form of concentration, semi-concentration, or distance.

Pursuant to Article 6 of Circular 09/2023/TT-BGDDT, the assessment of learning and training results for ethnic minority languages is as follows:
- Students with a final exam score of 5.0 or higher will be assessed for completing the program.
- Grade the learning results recorded in the certificate issued to students based on the overall average score of the whole course that has been reduced to a 10-point scale (regular test scores have a factor of 1, periodical test scores have a factor of 2, final exam scores have a coefficient of 3).
The specific classifications are as follows:
+ The overall average score of the whole course is from 8.0 to 10 points, graded: Excellent;
+ The overall average score of the whole course is from 6.5 to less than 8.0 points, graded: Good;
+ The overall average score of the whole course is from 5.0 to less than 6.5 points, graded: Average.
In addition, students with a final exam score of less than 5.0 are entitled to reserve their regular and periodic test scores and are allowed to retake the exam once to assess the completion of the program.
Students who complete the program will receive a certificate. Thus, there are two types of certificates, as follows:
- Ethnic minority language teacher training certificate is granted to students who complete the training program for ethnic minority language teachers;
- Ethnic minority language certificates are granted to students who complete the ethnic minority language training program.
2.2. Competence to issue certificates of ethnic minority language training and retraining in Vietnam
Competence to issue certificates of ethnic minority language training and retraining is prescribed as follows:
- The Department of Education and Training manages and issues ethnic minority language certificates to students who complete the continuing education center's ethnic minority language training program, vocational education center - continuing education under its management;
- Higher education institutions and colleges with qualified teacher training majors have autonomy and self-responsibility in managing and granting training certificates for ethnic minority language teachers and ethnic minority language certificates for students who have completed the respective training and retraining programs.
