1. Who is included in military reserve force?

According to Clause 1, Article 2 of the Law on Military Reserve Forces 2019, the military reserve forces include reserve military personnel and registered, managed, and organized technical reserve equipment to be ready to supplement the regular forces of the People's Army.

2. Regulations on mobilizing reserve forces under general or local mobilization commands in Vietnam

The mobilization of the reserve forces under general or local mobilization commands in Vietnamis specifically regulated in Article 25 of the Law on Military Reserve Forces 2019 as follows:

- The Prime Minister decides the quantity of reserve military personnel, technical reserve equipment to be mobilized at Ministries, ministerial-level agencies, Government agencies, and centrally run provinces and cities.

- Based on the decision of the Prime Minister, the Minister of Defense issues orders to mobilize reserve units at each Ministry, ministerial-level agency, Government agency, and centrally run provinces and cities.

- Based on the decision of the Prime Minister and the mobilization order of the Minister of Defense, the mobilization of the reserve forces is regulated as follows:

+ The authorized person as stipulated in the 1999 Law on Officers of the Vietnam People’s Army, 2015 Law on Professional Military Personnel, Workers, and Defense Public Employees, 2015 Law on Military Service decides to call reserve military personnel for enlistment;

+ The Minister, heads of ministerial-level agencies, Government agencies decide to mobilize technical reserve equipment within the reserve units built by their agencies;

+ The Chairperson of the Provincial People’s Committee decides to mobilize technical reserve equipment locally; in cases where People’s Army units lack operators, they are authorized to mobilize operators for the technical reserve equipment.

The Chairperson of the District People’s Committee organizes the implementation of the decisions of the Chairperson of the Provincial People’s Committee regarding the mobilization of technical reserve equipment and operators.

3. Principles of manning and mobilization of military reserve forces in Vietnam

According to Article 3 of the Law on Military Reserve Forces 2019, the principles for building and mobilizing the reserve forces are as follows:

- Comply with the 2013 Constitution and laws of the Socialist Republic of Vietnam; under the absolute, direct, all-sided leadership of the Communist Party of Vietnam, the command of the President, the centralized and unified management of the Government, and the direction and command of the Minister of Defense.

- Build strong reserve forces in terms of politics, ideology, organization, high combat capability, and strict management.

- Mobilize the combined strength of the entire populace.

- Closely combine economic-social development with enhancing national defense and security; appropriate to the socio-economic development situation of the country.

- Build and mobilize reserve units ensuring sufficient personnel and technical reserve equipment; meeting standards, timelines; ensuring confidentiality and safety as per legal regulations and approved plans.

- Apply scientific and technological achievements in building and mobilizing the reserve forces.
