Regulations on mobilization of Mobile Police to perform tasks in Vietnam under Article 20 of the Law on Mobile Police 2022 are as follows:

- The Minister of Public Security shall mobilize the Mobile Police nationwide to perform their duties.

- The Mobile Police Commander shall mobilize the Mobile Police to perform tasks in the following cases:

+ Mobile police units under their authority to perform tasks according to plans and plans under their approving competence;

+ The mobile police unit, according to the plan approved by the superior, authorized to approve, or when assigned to assume the prime responsibility for handling specific situations;

+ Mobile police units are under their authority to perform tasks in urgent cases and at the same time report to the Minister of Public Security.

- Directors of provincial-level police offices shall dispatch mobile police units under their authority to perform tasks in the following cases:

+ Perform tasks according to plans and plans approved by superiors or under their competence;

+ Perform tasks in the area under their management in urgent cases and, at the same time, report to the Minister of Public Security.

- Command the mobile police unit to mobilize and use the unit under its authority to perform tasks according to plans and plans approved by competent authorities; mobilize subordinate units to participate in preventing, combating, and overcoming disasters, natural disasters, epidemics, search and rescue, and at the same time report to direct superior commanders.

- The mobilization of the Mobile Police in a state of war, emergency, martial law, or curfew shall comply with the provisions of the law and the decisions of competent authorities.

2. Coordinating the performance of tasks of the Mobile Police in Vietnam

Coordinating in performing the duties of the Mobile Police under Article 21 of the Law on Mobile Police 2022 as follows:

The principles of coordination are specified as follows:

+ The coordination must be based on the tasks and powers of agencies, organizations, and functional forces as prescribed by law, on the decisions of competent authorities, and in accordance with the actual situation;

+ Ensuring centralized and unified leadership and administration in directing and directing the performance of tasks; keeping secret information on national defense and security and professional measures of agencies, organizations, and functional forces in the process of coordination;

+ Ensuring the initiative, flexibility, specificity, and efficiency associated with the responsibility of the head of the agency in charge of coordination.

- Contents of coordination are specified as follows:

+ Protecting national security, ensuring social order and safety, and fighting against crime and law violations;

+ Dealing with cases of mass gatherings causing security and order disturbances, riots, terrorism, and hostage abduction;

+ Patrolling and control to ensure security and order; protecting events, important goals in politics, economy, diplomacy, science - technology, culture, and society; and protecting the transportation of special goods;

+ Preventing, combating, and overcoming disasters, natural disasters, and epidemics; search and rescue; building a movement of the whole people to protect national security;

+ Training, coaching, and fostering;

+ Exchanging information and documents, developing legal documents, propagating, disseminating, and educating the law;

+ Performing other related coordination activities.

- The command mechanism for coordination in performing tasks of the Mobile Police is prescribed as follows:

+ When dealing with complicated security and order cases, presided over by local Party committees and authorities and there is an increase in the forces of the Mobile Police Command, the Mobile Police Command is responsible for coordinating with local authorities in implementing measures to solve the case and directly commanding the Mobile Police to perform their tasks according to the plan approved by the competent authority. + When dealing with complicated security and order cases presided over by the Ministry of Public Security, the Mobile Police Command is responsible for presiding over and coordinating with other agencies, organizations, and units to advise the leadership of the Ministry of Public Security to implement measures to solve the case and directly command the Mobile Police to perform their tasks according to the plan approved by the competent authorities;

+ When dealing with complicated security and order cases assigned to be presided over by the Mobile Police Command,

- The Government of Vietnam shall stipulate the responsibilities of agencies, organizations, and local authorities in coordinating and performing the tasks of the Mobile Police.
