What are the regulations on medical examination for military service in Vietnam in 2024? - Tuan Tu (Binh Thuan)
The medical examination for military service 2024 shall comply with the provisions of Article 6 of the Joint Circular 16/2016/TTLT-BYT-BQP, specifically as follows:
(1) Composition of the medical examination council for military service
- The district military service health examination council consists of doctors, medical staff of the district health center, professional staff of the Health Department, military medical staff of the district military command, and related units.
- The medical examination council for military service includes:
+ 01 Chairman: by the Director of the District Health Center;
+ 01 Vice President: Deputy Director in charge of expertise;
+ 01 Standing member cum Secretary of the Council by a professional staff of the Health Department;
+ Other members.
- The number of Council members depends on the specific conditions of each locality, but they must ensure a sufficient number and qualifications to perform the medical examination as prescribed in Clause 2, with enough departments according to the provisions of Clause 5 of Article 6 of Joint Circular 16/2016/TTLT-BYT-BQP, in which there must be at least 3-5 doctors. Examinations in internal medicine and surgery must be performed by internal medicine and surgical doctors; In other specialties, doctors, nurses, and technicians of that specialty may be assigned.
(2) Working Principles of the Military Service Medical Examination Council
- The Council works on the principle of consensus, deciding issues by majority;
- In case the members of the Council do not agree on the classification and conclusion of health, the Chairman of the Council shall record in the health card the conclusion according to the majority opinion. In cases of equal voting, the decision shall be made by the party with the vote of the Chairman of the Council. Disagreeing opinions must be fully recorded in the minutes, signed by each member of the council, and sent to the District Military Service Council.
(3) Duties of the Military Service Medical Examination Council
- Take responsibility before the District Military Service Council for the implementation of medical examination, classification and health conclusion for each citizen called up for military service;
- Summarize the report on the results of the medical examination and send it to the Military Service Council of the district and the Department of Health of the province or city directly under the Central Government (hereinafter referred to as the province) according to regulations; hand over all health records to the District Military Service Council (via the District Health Office).
(4) Duties of members of the Military Service Medical Examination Council
- Chairman shall:
+ Manage all activities of the Council; take responsibility before the District Military Service Council for the quality of health check-ups of citizens eligible to be called up for military service;
+ Thoroughly understand and disseminate the plan of medical examination for military service; guide regulations on health standards, responsibilities, tasks, and working principles; and assign specific tasks to members of the Health Examination Council;
+ Convene and preside over meetings of the Council to conclude in case of disagreement on health conclusions;
+ Organize consultations and sign letters of recommendation for citizens to undergo medical examinations for military service at medical facilities when necessary;
+ Directly conclude the health classification and sign the military service health card;
+ Organize a meeting to draw experience from military service medical examinations and report to the District Military Service Council.
- Vice Chairman of the Council shall:
+ On behalf of the Chairman of the Council in their absence;
+ Directly examine health and participate in consultation when necessary;
+ Participate in the meeting of the Military Service Medical Examination Council.
- Standing Member, cum Secretary of the Council shall:
+ Make estimates, summarize, and finalize funds, drugs, and consumables in service of medical examination for military service;
+ Prepare means, facilities, health records, and other necessary documents for the Military Service Medical Examination Council to work; participate in the meeting of the Medical Examination Council for military service;
+ Participate in health checks and consultations when necessary;
+ Perform registration and statistics and help the Chairman of the Council make reports to the District Military Service Council and the Department of Health according to Forms 3a and 5c, Appendix 5 issued together with Joint Circular 16/2016/TTLT-BYT-BQP;
- Council members shall:
+ Directly examine health and participate in consultation when necessary;
+ Take responsibility for the quality of the medical examination and conclusions within the assigned scope;
+ Participate in the meeting of the Military Service Medical Examination Council when summoned.

- Physical examination; clinical examination of specialties according to the criteria specified in Section II, Form 2, Appendix 4 issued together with Joint Circular 16/2016/TTLT-BYT-BQP; During the examination, if the citizen being examined has one of the specialties rated at 5 or 6, that specialist examiner shall report to the Chairman of the Medical Examination Council for consideration and a decision on whether to continue to examine other specialties;
- In case of needing paraclinical tests for health conclusions at the request of the Military Service Medical Examination Council, including drug detection tests;
- Health classification according to the provisions of Article 9 of Joint Circular 16/2016/TTLT-BYT-BQP
- Make a list of subjects who are citizens eligible to be called up for military service and who have undergone health pre-qualification in the assigned management area;
- Announce the time and location of the health examination;
- Organize medical examinations according to the contents specified in Clause 2, Article 6 of Joint Circular 16/2016/TTLT-BYT-BQP;
- Organize HIV counseling and testing according to the provisions of the Law on HIV/AIDS prevention and control for cases meeting the health standards for annual enlistment under the guidance of the Minister of National Defense;
- Complete the health card as prescribed in Section II, Form 2, Appendix 4 issued together with Joint Circular 16/2016/TTLT-BYT-BQP;
- Summarize and report on the results of the medical examination for military service according to Form 3a, Appendix 5 issued together with Joint Circular 16/2016/TTLT-BYT-BQP.
The medical examination period takes place from November 1 to December 31 every year.
- The arrangement of clinics must be on a one-way, self-contained basis, convenient for the examiner, and satisfy the minimum conditions for examination for each specialty.
- The number of clinics is based on the number of medical staff of the Health Examination Council and the actual situation to arrange:
+ Fitness clinic;
+ Room to measure pulse and blood pressure;
+ Clinic of Vision, Eye;
+ Hearing Clinic, Ear - Nose - Throat;
+ Dental - Jaw - Facial Clinic;
+ Clinic of Internal Medicine and Psychiatry;
+ Clinics of Surgery and Dermatology;
+ Laboratory;
+ Conclusion room.
In case there is an examination to recruit female citizens, the obstetric and gynecological examination shall be carried out according to the guidance in Section IV, Appendix 1 issued together with Joint Circular 16/2016/TTLT-BYT-BQP.
- Minimum medical equipment and tools of the Health Examination Council according to the list specified in Appendix 3 issued together with Joint Circular 16/2016/TTLT-BYT-BQP.
Note: For districts with hospitals, the district general hospital is responsible for performing the tasks specified above.
