1. Regulations on maintenance of public security and order at medical establishments in Vietnam

According to Article 114 of the Law on Medical Examination and Treatment 2023, Maintenance of public security and order at medical establishments in Vietnam is regulated as follows:

- Measures to ensure security and order for medical establishments and safety for practitioners and other individuals working at such facilities include:

+ Establishing systems to monitor and warn of risks that may cause loss of security and order;

+ Limiting access to medical establishments by time and area;

+ Applying high-tech solutions to manage patients, their relatives, and practitioners to enhance security and order at medical establishments;

+ Implementing appropriate measures to safeguard the assets of patients and their relatives during their medical examination and treatment at the facilities;

+ Prohibiting the introduction of substances, means, tools, or items that may cause loss of security and order at medical establishments;

+ Other measures to ensure security and order according to legal regulations.

- In case of patients, their relatives, or other individuals causing public disorder, compromising the life, health, and safety of patients, practitioners, or others working at the medical establishments, or individuals entering and exiting the facilities, the following measures can be applied by the facilities:

+ Applying preventive measures according to the law and notifying the police, except in cases where the violator is a patient in an emergency situation;

+ Restricting access to areas with compromised or potentially compromised security and order at the medical establishments.

- Based on the provisions of the Law on Medical Examination and Treatment 2023 and other relevant legal regulations, the head of the medical examination and treatment facility is responsible for prescribing and organizing the implementation of measures to ensure security and order for the facility and the safety of practitioners, other individuals working at the facility, and individuals entering and exiting the facility.

- Individuals who infringe upon the physical integrity, health, or life, or insult the honor or dignity of practitioners and others working at the medical establishments will be subject to administrative penalties or criminal prosecution depending on the nature and severity of the violation according to legal regulations.

2. Regulations on the healthcare management information system in Vietnam

Regulations on the Healthcare management information system in Vietnam according to Article 112 of the Law on Medical Examination and Treatment 2023 are as follows:

- The Healthcare management information system includes information on the following main contents:

+ Patients and health information of each individual;

+ Practitioners;

+ medical establishments;

+ Technical expertise;

+ Prices for medical examination and treatment services, care, and support on demand;

+ Costs of medical examination and treatment, including costs paid by health insurance funds.

- The Healthcare management information system, managed uniformly and centrally by the Ministry of Health, must meet safety and information security requirements as prescribed by law and ensure interoperability with national databases.

- medical establishments are responsible for providing complete, accurate, and prompt information to the Healthcare management information system.

- Social insurance agencies are responsible for providing complete, accurate, and prompt information on health insurance payment costs to the Healthcare management information system.

- The Minister of Health prescribes the following contents:

+ Data output format standards for the Healthcare management information system specified in Clause 1, Article 112 of the Law on Medical Examination and Treatment 2023;

+ Construction, management, exploitation, and use of the Healthcare management information system.
