1. What is health assessment?

According to Clause 12, Article 3 of Circular 105/2023/TT-BQP, a health assessment involves using tools, techniques, and professional methods to examine and conclude the health status of citizens performing military service; enlisting for military enrollment; recruiting into the cadre team; training reserve officers called to serve on active duty; recruiting professional soldiers, workers, and defense employees when there are complaints about health issues.

2. Regulations on health assessment for military enrollment

According to Article 18 of Circular 105/2023/TT-BQP, the regulations on health assessment for military enrollment in Vietnam are as follows:

  • Provincial Medical Assessment Council

    • The Provincial Medical Assessment Council conducts health assessments for military enrollment when there are complaints related to the health of contestants who are young citizens outside the military, proposed by the District military enrollment Committee;
    • The dossier proposing the health assessment includes: an application from the contestant (according to Form 8, Appendix V issued with Circular 105/2023/TT-BQP); an official letter proposing the health assessment from the District military enrollment Committee; a valid copy of the contestant's health records who are young citizens outside the military;

  • Within 15 days from the date of receiving the complete dossier proposing the health assessment, the Provincial Medical Assessment Council must conclude the health assessment of the contestant who is a young citizen outside the military and submit the dossier and assessment results to the District military enrollment Committee;
  • The decision of the Provincial Medical Assessment Council is the final conclusion outside the military regarding health complaints of the contestant who is a young citizen outside the military for military enrollment.

  • Military Hospital Medical Assessment Council

    • The Medical Assessment Councils of Military Hospital 103 and Military Hospital 175 conduct health assessments upon the request of the military schools’ recruitment councils for selected contestants or heads of units for soldiers undergoing initial health checks. The Medical Assessment Council of Military Hospital 103 assesses for schools, units, or contestants residing in the area from Military Region 4 to the North; the Medical Assessment Council of Military Hospital 175 assesses for schools, units, or contestants residing in the area from Military Region 5 to the South;

    • The dossier proposing the health assessment includes: an application from the contestant (according to Form 8, Appendix V issued with Circular 105/2023/TT-BQP); an official letter proposing the assessment from the military schools’ recruitment councils or units with soldiers; a valid copy of the contestant's health records;

    • Within 15 days from the date of receiving the complete dossier proposing the health assessment, the Medical Assessment Council of Military Hospital 103 and the Medical Assessment Council of Military Hospital 175 must conclude the health assessment of the contestant for military enrollment and submit the dossier and assessment results to the military schools’ recruitment councils or units with soldiers; compile reports according to Form 2m, Appendix VI issued with Circular 105/2023/TT-BQP;

  • The decision of the Medical Assessment Council of Military Hospital 103 and the Medical Assessment Council of Military Hospital 175 is the final conclusion within the military regarding health complaints of contestants in the military enrollment health check.
  • The assessment conclusions must clearly identify the condition of the disease and classify health according to Section I, Section II of Appendix I issued with Circular 105/2023/TT-BQP.
