Regarding this issue, LawNet would like to answer as follows:

Regulation on equivalent titles to consider for commendation for the process of dedication in Vietnam

Specifically, Article 7 of Decree 98/2023/ND-CP stipulates equivalent titles eligible to consider for commendation for the process of dedication in Vietnam, including:

(1) Ministerial position and equivalent: Official member of the Party Central Committee (which position an alternate Central Committee member is holding will have his/her hierarchical position determined and enjoy benefits and policies according to the position he/she is working in); Head of party committee and agency at the Central level; Director of the Ho Chi Minh National Academy of Politics;

Editor-in-Chief of Nhan Dan Newspaper, Editor-in-Chief of Communist Magazine; Member of the National Assembly Standing Committee (Secretary General, Chairman of the National Assembly Office; Chairman of the Ethnic Council, Chairman of the National Assembly Committees; Head of the Delegate Affairs Committee, Head of the People's Prayer Committee of the National Assembly Standing Committee); Ministers, Heads of ministerial-level agencies;

Head of the Office of the President; Auditor General; Head of central socio-political organization; Vice Chairman - General Secretary of the Central Committee of the Vietnam Fatherland Front; Secretary of the Provincial Party Committee, City Party Committee, and Central Party Committee; Deputy Secretary of the Hanoi Party Committee; Deputy Secretary of the Ho Chi Minh City Party Committee;

Chairman of the People's Council, People's Committee of Hanoi and Ho Chi Minh City; Deputy Chairman of the Central Inspection Committee; President of Vietnam Academy of Social Sciences; President of Vietnam Academy of Science and Technology; Chairman of the Committee for Management of State Capital at Enterprises; General Director of Vietnam News Agency; General Director of Voice of Vietnam; General Director of Vietnam Television.

(2) Position of Deputy Minister and equivalent: Deputy head of committee, central party agency; Deputy Director of Ho Chi Minh National Academy of Politics; Deputy Editor-in-Chief of Nhan Dan Newspaper; Deputy Editor-in-Chief of Communist Magazine; Vice Chairman of the Central Committee of the Vietnam Fatherland Front; Vice Chairman of the Nationalities Council; Deputy Chairman of the National Assembly Committees;

Deputy Head of the Office of the National Assembly; Deputy Chief Justice of the Supreme People's Court; Deputy Director of the Supreme People's Procuracy; Deputy Minister; Deputy Head of ministerial-level agencies; Deputy Head of the Office of the President; Deputy State Auditor General; Deputy heads of central socio-political organizations; Permanent Secretary of the Ho Chi Minh Communist Youth Union;

Deputy secretaries of provincial party committees, city party committees, and centrally run party committees; Chairman of the People's Council; Chairman of the People's Committee of provinces and centrally run cities; Member of the Central Inspection Committee; Director of the National Political Publishing House Truth; Chairman of mass associations assigned tasks by the Party and State at the central level (for associations with party groups); Assistant to key leaders of the Party and State;

Permanent Assistant of the Secretariat; Director of the Institute of Legislative Studies under the National Assembly Standing Committee; Director of Hanoi National University; Director of Ho Chi Minh City National University; General Director of Vietnam Social Insurance; Head of the Management Board of President Ho Chi Minh Mausoleum; Chairman of the National Financial Supervisory Commission; Vice Chairman of the Committee for Management of State Capital at Enterprises; Judge of the Supreme People's Court; Procurator of the Supreme People's Procuracy.

(3) Positions of Director General and equivalent: Director General, Deputy Head of the Delegation Affairs Committee, Deputy Head of the People's Prayer Committee of the National Assembly Standing Committee; Vice President of Vietnam Academy of Social Sciences; Vice President of Vietnam Academy of Science and Technology; Deputy General Director of Vietnam News Agency; Deputy General Director of Voice of Vietnam; Deputy General Director of Vietnam Television;

Secretary of the Central Committee of the Ho Chi Minh Communist Youth Union; Standing Member of the Ethnic Council; Standing Member of the National Assembly Committees; Standing Member of the Central Internal Political Protection Subcommittee; Member of the Standing Committee of the Hanoi Party Committee; Ho Chi Minh City Party Committee; Head of the National Assembly delegation in charge of provinces and centrally run cities;

Vice Chairman of the People's Council, People's Committee of Hanoi and Ho Chi Minh City; Member of the Editorial Board of the People's Newspaper; Member of the Editorial Board of the Communist Magazine; Deputy heads of specialized committees or full-time members of central steering committees; The steering committee is chaired by the Prime Minister and Deputy Prime Minister; assistants to senior leaders of the Party and State;

Editor-in-Chief of the Electronic Newspaper of the Communist Party of Vietnam; Editor-in-Chief of the People's Deputies Newspaper; Director of National Assembly Television; General Director of the Government Electronic Information Portal; Deputy Director of Hanoi National University; Deputy Director of Ho Chi Minh City National University; Deputy General Director of Vietnam Social Insurance; Deputy Chief of Office of the Government Party Committee; Deputy Chief of Office of the National Assembly Party Committee;

Deputy Secretary in charge of Party Work at Party Committees: Party Central Office, Government Office, National Assembly Office, Ministry of Foreign Affairs, Ho Chi Minh National Academy of Politics, and equivalent titles according to the regulations of party committees, party organizations, agencies, and units, with the authority to specify equivalent titles and positions according to cadre management decentralization.

(4) Position of Deputy Director General and equivalent: Deputy Director General; Deputy Director of National Political Publishing House Truth; Deputy Director of the Institute of Legislative Studies under the National Assembly Standing Committee; Deputy Head of the Management Board of President Ho Chi Minh Mausoleum; Full-time member of the Nationalities Council and National Assembly Committees; Member of the Standing Committee of the Provincial Party Committee, City Party Committee, and Party Committee of the centrally-affiliated block;

Chairman of the Vietnam Fatherland Front Committee of provinces and centrally run cities; Vice Chairman of the People's Council, People's Committee of provinces and centrally run cities; Vice Chairman of the National Financial Supervisory Commission; Deputy head of the National Assembly delegation in charge of provinces and centrally run cities; Vice Chairman of mass associations assigned tasks by the Party and State at the central level (for associations with party groups);

Chairman of mass associations assigned tasks by the Party and State at the central level (for associations without party unions); Deputy Editor-in-Chief of the Electronic Newspaper of the Communist Party of Vietnam; Deputy Editor-in-Chief of the People's Delegates Newspaper; Deputy Director of National Assembly Television; Deputy General Director of the Government Electronic Information Portal; Chief Justice of the High People's Court; Director of the Higher People's Procuracy;

Director of the academy under the Ho Chi Minh National Academy of Politics and equivalent positions according to the regulations of party committees, party organizations, agencies, and units, with the authority to specify equivalent titles and positions according to cadre management decentralization.

(5) Positions of Director and equivalent: Director, director, director, department head, and equivalent of the Party's departments and agencies; ministries, branches, and ministerial-level agencies; Vietnam Fatherland Front and central socio-political organizations; Head of party committees and agencies under the provincial and city party committees; Member of the Editorial Board of the National Political Publishing House Truth; General Secretary of the Union of Associations at the central level;

Secretaries of key leaders and senior leaders of the Party and State; Directors, heads of agencies, units, and equivalents of Government agencies; Member of the executive committee of provincial, city, and centrally affiliated party committees; Director of Department and equivalent of the National Political Truth Publishing House, heads of agencies and units of Hanoi National University, Ho Chi Minh City National University;

Deputy Chief Justice of the High People's Court; Deputy Director of the Higher People's Procuracy; Deputy directors of academies affiliated with the Ho Chi Minh National Academy of Politics; Directors, directors, heads of agencies, units, and equivalents under the general department and equivalent to the general department; Directors of departments, heads of agencies, departments, socio-political organizations, and provincial equivalents;

Secretary of district, town, city party committee, and party committee under the provincial party committee; Deputy general secretary of the central union; heads of committees and units of mass associations assigned tasks by the Party and State at the central level (for associations with party groups); Vice Presidents of mass associations assigned tasks by the Party and State at the central level (for associations without party unions); and equivalent titles according to regulations of party committees, party organizations, agencies, and units with the authority to specify equivalent titles and positions according to cadre management decentralization.

(6) Positions of Deputy Director and equivalent: Deputy Director, Deputy Director, Deputy Director, Deputy Head, and equivalent in departments and agencies of the Party; ministries, branches, ministerial-level agencies; Vietnam Fatherland Front and central socio-political organizations; Deputy head of the party committee, agency under the provincial and city party committees; Vice Chairman of the Vietnam Fatherland Front Committee of provinces and cities;

Secretaries of members of the Party Central Committee, ministers and equivalent, secretaries of provincial party committees, city party committees, and party committees directly under the central government; Deputy directors, deputy heads of agencies, units, and equivalents of Government agencies; Deputy directors of departments, deputy heads of agencies, departments, branches, socio-political organizations, and equivalents at the provincial level; Deputy secretaries of districts, towns, city party committees, and party committees directly under the provincial and city party committees; Chairman of the People's Council and District People's Committee;

Member of the inspection committee of the provincial party committee and centrally run city party committee; Deputy director and equivalent of the National Political Truth Publishing House; deputy heads of agencies and units of Hanoi National University and Ho Chi Minh City National University; Deputy directors, deputy heads of agencies and units under the general department and equivalent to the general department; Deputy heads of committees and units of mass associations with party unions assigned tasks by the Party and State at the central level (for associations with party unions); Heads of provincial associations are assigned to the payroll.

(7) Positions equivalent to district commissioners before April 30, 1975 include: Head of district-level departments and branches; District deputy team leader; Deputy Secretary, Vice President of provincial-level organizations; Member of the Provincial Committee, Member of the Provincial Team, Member of Provincial Security.

(8) Equivalent positions in the People's Army and People's Police shall be implemented according to the Conclusion of the Politburo on the list of titles, leadership, management, and command positions in the People's Army and People's Police.
