1. Regulations on disciplining party members who bribe their way up in Vietnam

According to Article 30 of Regulation 69-QD/TW of 2022, violations of acts against corruption in office and power are as follows:

- Party members who violate one of the following cases, causing less serious consequences, will be disciplined in the form of reprimand:

+ Approaching, establishing relationships, and giving gifts to people with responsibility, position, authority, or related people to gain favor and support for the purpose of obtaining a working position, position, and authority.

+ Influencing, bribing, and pressuring people with authority and responsibility in introducing and appointing themselves or others to positions that are beneficial to the individual.

+ Setting conditions and pressure people with authority and responsibility in introducing, nominating, and appointing themselves.

+ Bargaining, setting unreasonable conditions, and making demands with competent and responsible organizations and individuals to be placed in positions

+ Intervening, influencing, and pressuring others to decide or advise, propose, comment, evaluate, vote, and recommend personnel for personal purposes.

+ Delaying, not implementing, or choosing a time that is convenient for your personnel to carry out the staff work process.

- In case you have been disciplined for the above-mentioned acts but commit them again or commit them for the first time, causing serious consequences, or commit one of the following cases, discipline will be in the form of a warning or dismissal (if there is a position):

+ Not directing the consideration and handling of recommendations from the Fatherland Front and socio-political organizations regarding negative behavior in staff work or covering up or abetting this negative behavior.

+ Taking advantage of positions and powers to manipulate and cover up negative behavior in evaluating officials, arranging and appointing officials, and elections; making incorrect decisions to allow others to have positions and benefits contrary to regulations.

+ Illegal interference and influence on staff work; appointing and arranging officials who do not meet the standards and conditions according to regulations. Let others take advantage of their positions and powers to arrange and appoint officials.

+ Lack of responsibility in handling cadres and party members who have negative behavior in arranging and appointing cadres or not recommending or considering handling according to regulations for this negative behavior.

+ Covering up, not handling, or resolving complaints and denunciations of party organizations and party members with negative behavior in the arrangement and appointment of officials.

+ Giving or receiving gifts to responsible people or people involved in deciding on appointment, transfer, rotation, reward, and discipline.

- Discipline in the form of expulsion in case of violating the above regulations causing very serious consequences or giving or receiving bribes to be assigned, appointed, or assigned many officers who do not meet the standards and conditions, causing very serious consequences.

2. What are the disciplinary measures for party organizations covering up party members who bribe their way up?

Pursuant to Clause 2, Article 11 Regulation 69-QD/TW 2022, first-time violations of the cases specified in Clause 1, Article 11 Regulation 69-QD/TW 2022 causing serious consequences, or repeat violations or violations of one of the following cases, discipline will be in the form of a warning:

- Issuing resolutions, directives, regulations, and decisions on organizational and staff work that are contrary to the Party's policies and regulations and the State's laws.

- Self-criticism and weak criticism, allowing the leader to take advantage of manipulation or imposition to make incorrect decisions about organizational and staff work.

- Lack of responsibility leads to the construction and consolidation of organizational apparatus and staffing of organizations and units that are not in accordance with the Party's policies and regulations and the State's laws.

- Not directing or organizing the verification and verification of political history and current politics; confirming current political and political issues that are untrue to officials and party members.

- Lack of responsibility in comments, assessments, appraisals, and conclusions leading to proposals and introductions of leaders and managers; introducing candidates, officials, and party members who do not meet the qualifications and standards.

- Covering up, not handling, handling improperly, or not recommending handling of party members who commit acts of running for office, running for power, corruption, negativity, or illegal use of diplomas, certificates, or certifications.

Thus, if the party organization has acts of covering up for party members who have acts of running for office, running for power, misconduct, negativity, or using illegal diplomas, certificates, and certifications, they will be disciplined in the form of a warning.
