Article 5 of Circular 63/2023/TT-BTC supplemented Clause 3 into Article 4 of Circular 25/2021/TT-BTC, which regulates the collection, submission, management, and use of charges in the fields of exit, entry, transit, and residence in Vietnam as follows:

- From January 1, 2024, to December 31, 2025, the charge rate will be 90% (ninety percent) of the rate stipulated in Item 1, Section I, charge Schedule issued with Circular 25/2021/TT-BTC.- From January 1, 2026, onward, the charge rate will be as per Item 1, Section I, charge Schedule issued with Circular 25/2021/TT-BTC.

Thus, citizens will be entitled to a reduced passport issuance charge for online applications from January 1, 2024, to December 31, 2025.
