1. Quality standards of medical establishments

The quality standards of medical establishments as per Article 57 of the Law on Medical Examination and Treatment 2023 are as follows:

- Quality standards are the criteria and requirements for management and professional techniques used as the basis for evaluating the quality of technical services, individual specialties, or the entire licensed medical examination and treatment establishment, including:

+ Basic Quality standards of medical establishments issued by the Ministry of Health;

+ Advanced Quality standards of medical establishments issued by the Ministry of Health;

+ Quality standards for specific specialties or technical services issued by the Ministry of Health;

+ Quality standards of medical establishments or specific specialties or technical services issued by domestic or foreign organizations recognized by the Ministry of Health.

- medical establishments are encouraged to apply the quality standards specified in points b, c, and d of clause 1 Article 57 of the Law on Medical Examination and Treatment 2023.

- The quality standards specified in point d of clause 1 Article 57 of the Law on Medical Examination and Treatment 2023 must be suitable for conditions in Vietnam, not lower than the quality standards specified in point a of clause 1 Article 57 of the Law on Medical Examination and Treatment 2023 and ensure the following minimum requirements:

+ Ensure scientific and effective principles;

+ Ensure a comprehensive evaluation of quality characteristics and elements;

+ Recognized by international organizations on medical examination and treatment quality, and have been applied worldwide.

2. Guidelines for Healthcare quality assessment and certification in Vietnam

The Healthcare quality assessment and certification as per Article 58 of the Law on Medical Examination and Treatment 2023 are as follows:

- The purpose of evaluation and certification of quality includes:

+ Maintaining and improving the quality of operations at the medical examination and treatment establishment;

+ Providing information for patients and payers to choose appropriate medical establishments;

+ Serving as a basis for recommending handling of violations and rewarding based on the evaluation results according to basic quality standards.

- Principles for evaluating the quality of medical establishments include:

+ Independence, objectivity, honesty, openness, transparency, and legality;

+ Conformity with the quality standards of medical examination and treatment issued or recognized by the Ministry of Health;

+ Quality evaluations are only conducted after the medical examination and treatment establishment has been licensed for at least 12 months;

+ The body or organization evaluating and certifying the quality is legally responsible for its evaluation results.

- Annually, medical establishments must self-evaluate their quality according to the provisions of point a of clause 1 Article 57 of the Law on Medical Examination and Treatment 2023.

- Organizations evaluating and certifying the quality of medical establishments, which have been granted a certificate of conformity assessment registration per the law, shall evaluate the quality upon the request of state management agencies on medical examination and treatment or the medical establishments.

- The results of the quality evaluation must be publicly disclosed at the medical examination and treatment establishment and on the Information System for the management of medical examination and treatment activities.

- Based on the evaluation results specified in clauses 3 and 4 of Article 58 of the Law on Medical Examination and Treatment 2023, the state management agency on medical examination and treatment shall inspect the quality evaluation results for medical establishments under its management jurisdiction according to the risk management principles.
