The content mentioned in Decision 9745/QD-BCA-V05 in 2022 on the Set of temporary criteria for building typical communes, wards, and townships of the all-people movement to protect national security and the temporary set of criteria for building typical agencies, enterprises, and educational institutions of the all-people movement to protect national security promulgated by the Ministry of Public Security of Vietnam.

The provisional criteria for building typical communes of the all-people movement to protect national security include the following criteria and groups of criteria:

Criterion group: Leadership of the Party committee, administration of communes, wards, and townships

- Criterion 1: Thoroughly implementing, fully and effectively implementing the guidelines of the Party, policies and laws of the State, and directive documents of superiors on the work of ensuring security and order and building the movement of all people to protect national security in all departments, branches, mass organizations, villages, residential quarters, and residential areas in the locality.

- Criterion 2: In the first quarter of each year, the Party Committee of the commune, ward, or township issues a resolution; the People's Committee has a program or plan to implement the work of ensuring security and order; the Steering Committee has a work program to build the movement of all people to protect national security, fully deploying thematic topics (the peak of attack and suppression of crime; fire prevention and fighting; building and maintaining advanced models and examples; launching the movement of the whole people to protect national security...).

- Criterion 3: Organizing an annual conference or integrating it with other conferences on summarizing and deploying the construction of the all-people movement to protect national security; in the year, maintaining and implementing or having at least 01 good, innovative, and creative way of building the movement of all people to protect national security.

- Criterion 4: Paying attention to financial support, material foundations, and equipment to meet the requirements of building the movement of all people to protect national security in the locality.

- Criterion 5: Posting the citizen reception schedule and conducting monthly and irregular citizen receptions according to the Politburo's regulation No. 11-QDi/TW dated February 18, 2019. Organize the settlement of complaints and denunciations according to their competence without leaving a backlog or arising complications for a long time.

- Criterion 6: Summarizing the year's work, the Party Committee of communes, wards, and townships achieves "Complete tasks well" or higher; the People's Committees of communes, wards, and townships achieve the title of "Advanced Labor Collective" or higher; all socio-political organizations achieve "Good" or higher; no cadres, civil servants, or public employees of communes, wards, or townships have violated the law or been disciplined.

- Criterion 7: "Summing up the year that the People and cadres of communes, wards, and townships have been rewarded at all levels for their work in building a title for the whole people to protect national security (certificate of merit or certificate of merit).

Criterion group: Building the movement of all people to protect national security

- Criterion 8: The Steering Committee for the prevention of crime and social evils and building the movement of the entire people to protect national security is promptly consolidated and consolidated to ensure quantity, quality, and regulations. and work efficiently.

- Criterion 9: Organizing effectively the propaganda and education to raise the awareness of cadres, civil servants, and party members on the work of ensuring security and order and the movement of the whole people to protect national security. In a year, there is at least 01 lane to organize the propagation and dissemination of the law (on fire prevention and fighting, ensuring security and order, traffic order and safety, protection of state secrets, etc.) combined with raising the sense of vigilance for cadres, civil servants, and party members about the plots and modes of operation against the Party and State of hostile and reactionary forces.

- Criterion 10: Organizing activities "All people's day to protect national security" (August 19); "All people's day for fire prevention and fighting" (October 4); Anti-drug action month (June); "All people's day to prevent and combat drugs" (June 26); "Day of human trafficking prevention and combat" (July 30); "World Environment Day" (5/6); "Traffic Safety Month" (September); and other emulation movements launched by the locality with appropriate content and form, actively participated in by departments, agencies, mass organizations, and the masses of the people.

- Criterion 11: Regularly consolidating the core force in charge of ensuring security and order at the grassroots (part-time commune police, street guards, civil defense) and meeting the requirements of the task of ensuring security and order at the grassroots level; no individual broke the law or was disciplined.

- Criterion 12: Police of communes, wards, and townships shall have a plan to coordinate with the Fatherland Front and other mass organizations and armed forces in building the movement of all people to protect national security; monthly meetings; 6 months; 1 year to organize a preliminary review; review and evaluate the results of the coordination work.

- Criterion 13: New construction or maintenance of at least 01 model of "Delicious People's Movement" and 01 model of the movement of all people to protect national security operating effectively, actively contributing to ensuring security and order.

- Criterion 14: Commending and proposing timely commendation of collectives and individuals with outstanding achievements in the movement of all people to protect national security. Annually, at least 01 collective turn or 01 individual turn is awarded certificates of merit by all levels, branches, and localities; two collectives and individuals were awarded certificates of merit for their work in ensuring security and order and building the movement of all people to protect national security; and at least 01 collective, one individual, or more typical, advanced in the movement of the whole people to protect national security.

- Criterion 15: Evaluation and classification of the all-people movement to protect national security as excellent (according to Decision 510/QD-BCA-V05 dated January 20, 2022 of the Minister of Public Security).

Criteria group: Security and order assurance.

- Criterion 16: There is no complex of criminal, drug, or social evils.

- Criterion 17: Do not allow complicated incidents of security and order in the locality. There are no organized crime activities; the activities of criminal gangs are in the style of "gangsters"; no criminal activity or violation of laws related to "Black Credit".

- Criterion 18: To curb or reduce at least 5% of crimes related to social order compared to the previous year.

- Criterion 19: There are no drug addicts; if there are more than 10 people, reduce at least 20% each year; from 10 people or less, at least 02 people per year; no new addicts or relapses for people living (permanently and temporarily) in the locality. Do not allow the planting and replanting of plants containing narcotics in the area.

- Criterion 20: Propagating and mobilizing agencies, units, and households to strictly observe regulations on fire prevention and fighting. No incidents, fires, or explosions causing serious consequences or more in the area (according to the classification in Guide No. 3514/C66-P1 dated 24/7/2015) of the Police Department of Fire Prevention and Rescue - Ministry of Public Security; 100% of establishments managed by the Commune People's Committee on fire prevention and Fighting must have management and monitoring records (according to Decree No. 136/2020/ND-CP) of the Government.

- Criterion 21: No traffic accidents causing serious consequences or more caused by citizens residing in the area. There is no illegal racing in the area.

- Criterion 22: Do not allow complicated cases and incidents related to the exploitation of natural resources and minerals, violations of the environment, food safety, and hygiene to cause frustration among the people or the press.

- Criterion 23: There are no economic crimes, corruption, smuggling, commercial fraud, counterfeit goods, or banned goods.

- Criterion 24: Not letting citizens residing in the locality take advantage of the right to complain and denounce to gather large numbers of people to disrupt security and order, protest or march; over-level lawsuits, and conduct other illegal acts.

Criteria group: Police of communes, wards, and towns

- Criterion 25: Having programs, plans, and measures to ensure security and order and building a movement of all people to protect national security; organizing the effective implementation of such programs, plans, and measures.

- Criterion 26: In the year, inspect 100% of villages, hamlets, residential groups, and residential areas in the area.
on the work of ensuring security and order and building the movement of all people to protect national security.

- Criterion 27: Guiding or coordinating in organizing professional training for the core force in charge of protecting security and order at the grassroots in accordance with the law and the superior police. In the year, guide or coordinate to organize training for at least 01 activity.

- Criterion 28: Performing well the function of managing conditional investment and business lines in information security, weapons, explosives, supporting tools, and artillery; registration and management of foreigners' residence and activities in the area; issuing and managing citizen identification; collecting, updating, and supplementing citizens' information into the national population database system to ensure "True, sufficient, clean, and live". Guiding the People to implement administrative reform procedures and the Project on developing the application of population data, identification and electronic authentication for national digital transformation in the period of 2022–2025, with a vision to 2030 (Project 06).

- Criterion 29: Performing well the management and supervision of systems and types of objects in the area according to the functions, tasks, authority, and instructions of the superior police. Ensuring that 100% of the subjects under management, as assigned or decentralized, have specific records and lists; regularly updating and supplementing information on all types of subjects into the object management software; reducing the number of subjects subject to special amnesty and parole; and keeping the annual recidivism rate below 1.5%.

- Criterion 30: Organizing on duty; receiving criminal reports and denunciations; ensure that 100% of criminal reports and denunciations are received, checked, preliminary verified, and immediately transferred to competent investigating agencies for handling.

- Criterion 31: Strictly implementing the People's Public Security regulations and working procedures, maintaining etiquette and manners, and building the image of People's Public Security officers who are dedicated and dedicated to serving the People. Having initiatives to reform administrative procedures, improve practices, and use effective working methods for the sake of the People.

- Criterion 32: There are no written complaints from the People about the spirit, attitude, harassment, and negative behavior of police officers and soldiers of communes, wards, and towns when dealing with the people; no violating officers and soldiers will be disciplined in relation to the work of ensuring security and order.

- Criterion 33: Having an independent office or a spacious, neat, and orderly workplace recognized as "Cultural unit, exemplary execution of People's Public Security orders".

- Criterion 34: Being classified as a unit "Completing the task well" or higher; Police branches of communes, wards, and townships are classified as "Complete tasks well" or more; 100% of officers and soldiers are classified as cadres "Complete tasks well" or higher.
