The Ministry of Public Security of Vietnam is proposing to allow people to set up fireworks during holidays, Tet, birthdays, weddings, etc. in the Draft Decree on the management and use of fireworks which is currently under public consultation from September 22, 2020, to November 22, 2020.

In the Draft Decree on the management and use of fireworks, the Ministry of Public Security of Vietnam proposes to allow agencies, organizations, enterprises, and individuals with full civil capacity to use fireworks on the following occasions: festivals, Tet, birthdays, weddings, conferences, openings, and anniversaries in Vietnam.
However, agencies, organizations, enterprises, and individuals using fireworks are only permitted to purchase fireworks from organizations and enterprises authorized to produce and sell fireworks.
Therefore, if this proposal is approved, in the near future people will be able to set off fireworks during festivals, Tet, birthdays, weddings, conferences, openings, and anniversaries.
Unlike fireworks that only create effects of sound, light, and color in space without causing explosions, pyrotechnic fireworks, when impacted by mechanical, thermal, chemical, or electrical stimuli, produce whistling, explosive sounds, and color effects in space and are thereby proposed to be used only in the following six cases in Vietnam:
1. Lunar New Year (Tet Nguyen Dan)
- Time of firing: Midnight of New Year’s Eve of the Lunar New Year;
- Duration and provinces/cities under Central Government: Firing high-altitude and low-altitude pyrotechnic fireworks, for no more than 15 minutes in Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, and Thua Thien Hue Province of Vietnam; firing low-altitude pyrotechnic fireworks, for no more than 15 minutes in other provinces.
2. Hung Kings' Commemoration Day
- Time of firing: 9:00 PM, the 9th of the 3rd lunar month;
- Phu Tho Province is allowed to fire low-altitude pyrotechnic fireworks, for no more than 15 minutes, at the Hung Temple.
3. National Day, Dien Bien Phu Victory Day, and Southern Liberation & National Reunification Day
* National Day
- Time of firing pyrotechnic fireworks: 9:00 PM, September 2.
- Duration and provinces/cities under Central Government: Firing high-altitude and low-altitude pyrotechnic fireworks, for no more than 15 minutes in Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, and Thua Thien Hue Province; firing low-altitude pyrotechnic fireworks, for no more than 15 minutes in other provinces.
* Dien Bien Phu Victory Day
- Time of firing: 9:00 PM, May 7.
- Dien Bien Province is allowed to fire low-altitude pyrotechnic fireworks, for no more than 15 minutes, at Dien Bien Phu City.
* Southern Liberation & National Reunification Day
- Time of firing: 9:00 PM, April 30.
- Duration and provinces/cities under Central Government: Firing high-altitude and low-altitude pyrotechnic fireworks, for no more than 15 minutes in Hanoi and Ho Chi Minh City.
4. On the occasion of local liberation, establishment anniversaries of provinces/cities under Central Government
- Time of firing: 9:00 PM on the local liberation anniversary.
- Duration and provinces/cities under Central Government: Firing high-altitude and low-altitude pyrotechnic fireworks, for no more than 15 minutes in Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, Can Tho, and Thua Thien Hue Province; firing low-altitude pyrotechnic fireworks, for no more than 15 minutes in other provinces.
5. National or international cultural, tourism, and sports events.
6. Other cases as decided by the Prime Minister of Vietnam.
The cases of organizing pyrotechnic firework displays during Lunar New Year (Tet Nguyen Dan); Hung Kings' Commemoration Day; National Day, Dien Bien Phu Victory Day, Southern Liberation & National Reunification Day; on the occasion of local liberation, establishment anniversaries of provinces/cities under Central Government shall be organized and implemented by organizations and localities according to regulations.
Other cases and changes in altitude range and duration of pyrotechnic firework displays shall be decided by the Prime Minister of Vietnam.
If the Draft Decree on the management and use of fireworks is passed, then in the near future, the setting off of fireworks by individuals on occasions such as festivals, Tet, birthdays, weddings, conferences, openings, and anniversaries will be easier than current situation in Vietnam.
