Thus, the proposed level of gift value for people with meritorious services, families of meritorious people, and establishments raising people with meritorious services is as follows:
- Gifts from Leaders of the Party, State, National Assembly, and Chairman of the Central Committee of the Vietnam Fatherland Front:
+ The level of gift value for the collective: Cash is 5,000,000 VND/group, in kind is 500,000 VND/team.
+ Gift level for families and individuals: Cash is 1,000,000 VND/family or individual; In kind, valued at VND 250,000/family or individual.
(Currently, the gift level for families and individuals: Cash is 500,000 VND/family or individual; in kind is 150,000 VND/family or individual)
- Gifts from leaders of ministries and central agencies:
+ The level of gift value for the collective: Cash is 3,000,000 VND/group; in kind is worth 500,000 VND/team.
+ Gift level for families and individuals: Cash is 1,000,000 VND/family or individual; In kind, valued at VND 250,000/family or individual.
(Currently, gift levels for families and individuals: Cash is 500,000 VND/family or individual; in kind is 150,000 VND/family or individual)
The draft Decree proposes two options to increase the standard level of gift value of people with meritorious services to the revolution, as follows:
Option 1:
- The standard level of preferential allowance for people with meritorious services to the revolution is VND 2,055,000 (hereinafter referred to as the standard level).
Option 2:
- The standard level of preferential allowance for people with meritorious services to the revolution is VND 2,111,000 (hereinafter referred to as the standard level).
Currently, the standard level of preferential allowance for people with meritorious services to the revolution is VND 1,624,000.
According to the draft decree amending the regulations on DNA examination of the remains of martyrs lacking information, and the relatives of martyrs lacking information:
- DNA examination to identify the remains of martyrs with missing information is a public non-business service funded by the state budget in the field of labor, war invalids, and social affairs by the method of ordering.
- Samples for carrying out DNA examination include: samples of martyrs' remains and samples of martyrs' relatives.
- The provider of DNA examination services to identify the remains of martyrs with missing information (hereinafter referred to as the DNA examination service provider): are public non-business units belonging to ministries, branches, government agencies, and enterprises from all economic sectors, organizations and units with legal status and business registration in accordance with the law have the function of providing DNA assessment services.
- Ordering plan: The Minister of Labor, War Invalids, and Social Affairs approved the plan to order the DNA assessment service to identify the remains of martyrs with missing information with DNA assessment service providers (according to Form No. 01 issued together with this Decree).
Order contract: Based on the approved order plan, the Department of Notary Persons signed a contract to order the provision of DNA examination services to identify the remains of martyrs with missing information with DNA examination service providers (according to Form No. 02 issued together with this Decree).
- Order unit price:
Based on the provisions of the law on prices, the DNA assessment service provider shall develop a price plan and send it to the Ministry of Labor, War Invalids, and Social Affairs for appraisal.
The Minister of Finance promulgates the maximum unit price for DNA examination services to identify the remains of martyrs with missing information.
The Minister of Labor, War Invalids, and Social Affairs shall decide on the unit price for ordering the DNA assessment service to identify the remains of martyrs with missing information to ensure that they do not exceed the maximum price set by the Minister of Finance.
Order content:
Number of samples to order DNA assessment;
Quality of DNA testing services;
Implementation time and completion time;
Order unit price;
Order cost estimate;
Order funding source;
Payment and settlement methods;
Methods of acceptance and product handover;
Rights and obligations of DNA assessment service providers;
Rights and obligations of the ordering agency;
Other contents not contrary to the provisions of law.
