Draft Circular of the Ministry of Finance stipulate the rate of collection of a number of fees and charges to support , remove difficulties for production and business, ensure social security to cope with the Covid-19 epidemic in Vietnam

Proposal on fee reduction for issuing CID card with chip until the end of 2021 in Vietnam

From July 1, 2021 to the end of December 31, 2021, the fee for CID card issuance is equal to 50% of the fee rate specified in Article 4 of Vietnam's Circular 59/2019/TT-BTC stipulating the rate of collection, collection, payment, and management of fees for the issuance of citizen identification card, specifically as follows:

Fee collection rate	From July 1, 2021 to the end of December 31, 2021	From January 1, 2022
Change from 9-digit ID card, 12-digit ID card to Citizen Identification card	15,000 VND/CID card	30,000 VND/CID card
Change CID card when damaged and unusable; change information about surname, middle name, first name; identity characteristics; re-determination of gender, hometown; there is an error in the information on the card; when a citizen requests it	25,000 VND/CID card	50,000 VND/CID card
Re-issuance of CID card when losing CID card, regain Vietnamese nationality according to the provisions of the Law on Vietnamese nationality	35,000 VND/CID card	70,000 VND/CID card

Thus, according to Vietnam's Draft Circular, fee for issuance of Citizenship Identity Card (CIDC) will continue to be reduced until the end of 2021.

In addition, according to this Draft, the collection of some fees and charges will also be reduced until the end of 2021, for example:

Fee rates for appraisal of construction investment projects, appraisal of basic design drawings: Equal to 50% of the fee rates specified in Circular 209/2016/TT-BTC on rates, collection, payment, payment, management and use of fee for appraisal of construction investment projects, fee for appraisal of basic design drawings.
Fees for issuance of passports, entry and exit permits, exit permits, AB stamps: Equal to 80% of the fee rates specified in Part I of the fee and fee schedule attached to Circular 25/2021/TT-BTC on rates, collection, payment, management and use of fees and charges in the sector of exit, entry, transit, and residence in Vietnam.
Fees for issuance of an operation license to send workers abroad for a definite term, fees for verifying papers and documents at the request of a domestic organization or individual: equal to 50% of the fee and fee collection rate in Clauses 1 and 3, Article 4 of Circular 259/2016/TT-BTC on rates, collection, payment, management and use of fee for verifying papers and documents, charge for the issuance of an operation license to send workers abroad for a definite term.
