1. Prohibited acts related to border guards in Vietnam

Prohibited border guard acts specified in Article 8 of the Law on Border Guards 2020 include:

- Violating national sovereignty and territory; sabotaging and destabilizing security, order and social safety in border areas and border gates.

- Using or permitting the use of Vietnam's border areas to sabotage or interfere with other countries; threat or use of force in border relations.

- Impersonating an agency, organization, or person performing border guard duties; resisting, hindering, taking revenge, threatening, violating the life and health of others, and insulting the honor and dignity of people performing border guard duties.

- Bribing, bribing, seducing, enticing, or forcing people performing border guard duties to violate the law.

- Taking advantage of and abusing the performance of border guard duties to violate the law, infringe on the interests of the State, the legitimate rights and interests of agencies, organizations, and individuals.

- Gender discrimination, division, and discrimination against ethnicity, race, nationality, belief, religion, and cultural level in the performance of border guard duties.

- Producing, using, buying, selling, exchanging, transporting, and spreading false information and images about sovereignty, territory, and national borders.

2. State policies on border guards in Vietnam

- Implement policies of independence, sovereignty, unity, and territorial integrity; build borders of peace, friendship, cooperation, development, and long-term stability with countries sharing a common border; Expand international cooperation, defense and security diplomacy, border defense diplomacy, and people's diplomacy.

- Resolve national border issues by peaceful means on the basis of respect for each other's independence, sovereignty, unity, territorial integrity, and legitimate interests, in accordance with the Constitution, Vietnamese law and international treaties to which the Socialist Republic of Vietnam is a member.

- Use legitimate and appropriate measures to protect the independence, sovereignty, unity, and territorial integrity of the Fatherland.

- Implementing the policy of great national unity; building a strong and widespread all-people national border protection force; the People are the subject, the people's armed forces are the core.

- Consolidate and strengthen national defense and security; prioritize investment resources; modernize border works; and develop the economy, culture, society, science, technology, and foreign affairs in border areas.

- Mobilize resources of agencies, organizations, and individuals to perform border guard duties.

- Encourage and create conditions for agencies, organizations, and individuals to provide material, financial, and spiritual support for the implementation of border guard tasks on the principle of voluntariness, not contrary to Vietnamese law and in accordance with international law.

3. Principles for performing border guard duties in Vietnam

- Comply with the Constitution, Vietnamese laws, and international treaties to which the Socialist Republic of Vietnam is a member; respect the independence, sovereignty, territorial integrity, and national borders of countries.

- Placed under the absolute and direct leadership in all aspects of the Communist Party of Vietnam and the centralized and unified management of the State.

- Promoting the combined strength of the entire people and the political system, relying on the People and subject to the People's supervision.

- Combine national defense and security with socio-economics; combine the implementation of border guard tasks with building and strengthening the political system, economic, cultural, social, scientific, technological, and foreign affairs development in the border area.
