1. Conditions for the certification of meeting education quality standards in Vietnam

According to Article 27 of the Regulation issued with Circular 62/2012/TT-BGDDT, an educational institution in Vietnam is recognized as meeting educational quality standards when the following conditions are met:

- There is at least one cohort of graduated students.

- It has undergone external evaluation and has a written proposal for the educational quality assessment organization to consider and recognize as meeting educational quality standards. For educational institutions that require confidentiality according to state regulations, the institution should send a written proposal along with the external evaluation results to the governing body and simultaneously propose the recognition of meeting educational quality standards.

- The results of external evaluation, content of the resolution, and recommendations of the Educational Quality Assessment Council are publicly announced on the electronic information page of the educational quality assessment organization as prescribed in Point a, Clause 2, Article 6 of the Regulation issued with Circular 62/2012/TT-BGDDT. For educational institutions requiring confidentiality according to state regulations, the external evaluation results, content of the resolution, and recommendations of the Council should be sent to the governing body at least 30 days in advance to obtain consensus before the educational quality assessment organization considers recognition.

- The educational institution must have at least 80% of criteria meeting the requirements, with at least one criterion meeting the requirements in each standard, according to the educational quality assessment results of the Educational Quality Assessment Council.

2. Process of the verification of education quality assessment result in Vietnam 2024

According to Article 26 of the Regulation issued with Circular 62/2012/TT-BGDDT, the process of the verification of education quality assessment result of the Council in Vietnam is carried out in the following order:

- Convene a full meeting of the Council chaired by the Chairman or an authorized Vice-Chairman to carry out the following tasks:

+ Hear the summary report of the self-assessment results, external evaluation, re-evaluation (if any), and issues requiring focused discussion;

+ Discuss contents such as: self-assessment results; external evaluation results, re-assessment results (if any); draft resolution of the Council on appraising the educational quality assessment results;

+ Approve the recommendations of the Council regarding proposals for the educational institution to address existing issues and continue to improve and enhance educational quality;

+ Hold a secret ballot to approve the resolution regarding the appraisal of educational quality assessment results.

- Within 10 working days from the date results are appraised, the educational quality assessment organization is responsible for sending the resolution regarding the appraisal of educational quality assessment results to the educational institution that registered for quality assessment, along with recommendations for the educational institution to address existing issues and continue improving, enhancing educational quality.

- For cases where there is no cohort of graduated students yet, the educational institution uses the appraisal results of the educational quality assessment results to continue improving and enhancing the school’s educational quality. For cases where there is at least one cohort of graduated students, within 20 working days from receiving the documents prescribed in Clause 2, Article 26 of the Regulation issued with Circular 62/2012/TT-BGDDT, the educational institution submits a written response to the educational quality assessment organization according to one of the following three scenarios:

+ Agree with the content of the resolution and recommendations of the Council; propose the educational quality assessment organization to consider recognizing the educational institution as meeting educational quality standards and issue a quality assessment certificate;

+ Agree with the content of the resolution and recommendations of the Council; the educational institution plans to address existing issues and continue improving, enhancing educational quality to register for quality assessment in the future;

+ Disagree with part or the entire content of the resolution and recommendations of the Council; propose the educational quality assessment organization to re-evaluate.

- For the case specified in Point a, Clause 3, Article 26 of the Regulation issued with Circular 62/2012/TT-BGDDT, within 10 working days from receiving the educational institution's document, the educational quality assessment organization shall publicly announce the external evaluation results, content of the resolution, and recommendations of the Council on the electronic information page of the educational quality assessment organization. After 30 days of publication, if there are no complaints or accusations, the educational quality assessment organization shall issue a decision and issue the Educational Quality Assessment Certificate to the educational institution; if there are complaints or accusations, the educational quality assessment organization shall review the entire process and appraisal records of the educational quality assessment results before deciding whether to issue the Educational Quality Assessment Certificate to the educational institution.

- For the case specified in Point b, Clause 3, Article 26 of the Regulation issued with Circular 62/2012/TT-BGDDT, the educational quality assessment organization is responsible for explaining the content of the resolution and recommendations of the Council upon the educational institution's request; advise and assist the educational institution in improving and enhancing educational quality.

- For the case specified in Point c, Clause 3, Article 26 of the Regulation issued with Circular 62/2012/TT-BGDDT, the educational quality assessment organization plans to reconsider the content of the resolution and recommendations of the Council in the nearest regular meeting according to the process prescribed in Clause 1, Article 26 of the Regulation issued with Circular 62/2012/TT-BGDDT and carry out subsequent steps according to the provisions of Article 26 of the Regulation issued with Circular 62/2012/TT-BGDDT.
