Regarding this issue, LawNet would like to answer as follows:

1. Procedures for toy and educational resource selection in early childhood education institutions in Vietnam

Procedures for toy and educational resource selection in early childhood education institutions according to Article 11 of Circular 47/2020/TT-BGDDT is as follows:

- Councils for selection of toys and educational resources used in early childhood education institutions (hereinafter referred to as “councils”) shall be established by heads of early childhood education institutions and assist these heads with organizing selection of toys and educational resources for children.

- Each council shall consist of the heads or deputy heads of the institution and academic teams, teacher representatives and representatives of representative committees of students’ parents.

Each council shall have an odd number of members with a minimum of nine persons. Councils of early childhood education institutions with less than five classes shall have an odd number of members with a minimum of five persons.

- Councils shall select and propose lists of toys and educational resources used in early childhood education institutions according to regulations of this Circular.

- Council members shall take responsibility for opinions and assessments made for toy and educational resource selection.

- Councils shall operate on the basis of democratic centralism and transparency. Results of every council meeting shall be recorded in writing. These records must have signatures of council members.

2. Rules for selection of toys and educational resources used in early childhood education institutions in Vietnam

Rules for selection of toys and educational resources used in early childhood education institutions according to Article 3 of Circular 47/2020/TT-BGDDT are as follows:

- Toys included in lists of teaching equipment promulgated by the Ministry of Education and Training shall be selected according to existing regulations.

- Toys not included in lists of teaching equipment promulgated by the Ministry of Education and Training and educational resources shall be selected according to the following rules:

+ Toys and educational resources must meet the requirements in Section 1 and Section 2 Chapter 2 of this Circular;

+ Toys and educational resources must be selected as necessary to implement and develop early childhood education curricula and in accordance with academic year plans and annual topic covering plans;

+ Toys and educational resources shall be selected as appropriate to actual facilities (placing space and location) and resources (toy use capacity of management officials and teachers).

- Toys and educational resources shall be selected in a transparent and lawful manner.

According to Article 10 of Circular 47/2020/TT-BGDDT, councils for selection of toys and educational resources used in early childhood education institutions are as follows:
