Specifically, in Article 158 of Decree 131/2021/ND-CP, documents and procedures for visiting martyrs' graves are as follows:
- The person visiting the martyr's grave shall send the following documents to the Department of Labor - Invalids, and Social Affairs in the locality where the martyr's original file is managed:
+ An application form to visit martyrs' graves, made according to Form No. 31, Appendix I of Decree 131/2021/ND-CP.

+ Certified copy from one of the following papers: certificate of family or relatives of martyrs; decide on subsidies for martyrs' worship.
One of the following documents:
For the case of a martyr's grave with full information: the notification of the martyr's grave of the Department of Labor, War Invalids, and Social Affairs, where the grave is managed.
For cases where a specific grave in the martyr's cemetery has not yet been identified: a certificate issued by the Department of Labor, War Invalids, and Social Affairs where the grave is managed, of being on the management list of the cemetery; an extract of the martyr file issued by the Department of Labor - Invalids, and Social Affairs where the original file is managed; a certified copy of the certificate of information on the place of martyrs' death, made according to Form No. 44, Appendix I of Decree 131/2021/ND-CP.

- The Department of Labor - Invalids, and Social Affairs in the locality where the martyrs' original records are managed is responsible for inspecting and issuing referrals to visit the martyrs' graves according to Form No. 42, Appendix I of Decree 131/2021/ND-CP, within 03 working days from the date of receipt of complete documents.

- The People's Committee of the commune where the grave is managed or the locality where the martyr dies within 01 working day shall have to certify in the letter of recommendation that they will visit the martyr's grave.
- The person visiting the martyr's grave sends a letter of recommendation to visit the confirmed martyr's grave to the local Department of Labor - Invalids, and Social Affairs, where the martyr's original file is managed to receive support.
- The Department of Labor - Invalids, and Social Affairs in the locality where the martyrs' original records are managed shall provide support to visit the martyrs' graves within 2 working days from the date of receipt of the letter of introduction certified by the People's Committee of the commune where the grave is visited or the locality where the martyr died.
Pursuant to Clause 1, Article 157 of Decree 131/2021/ND-CP, the conditions for visiting martyrs' graves are as follows:
- Martyrs whose names are on the list of martyrs of the domestic martyr cemetery.
- The martyr has information about the place of death in the country based on one of the following documents: an extract of the martyr's file issued by the Department of Labor - Invalids, and Social Affairs, where the original file is managed; a certified copy of the certificate of information on the place of martyrs' death, made according to Form No. 44, Appendix I of Decree 131/2021/ND-CP.
The level of support for visiting martyrs' graves is specified in Decree 75/2021/ND-CP as follows:
- Support for travel and food expenses for martyrs' relatives (maximum 03 people) or martyr worshipers once a year when visiting a martyr.
- The level of support for travel and meals is based on the distance from the place of residence to the place of the martyr's grave: 3,000 VND/1km /1 person.
