The following are the procedures for revoking the certificate of institutional accreditation in vocational education and training in Vietnam

1. Cases for revoking the certificate of institutional accreditation in vocational education and training in Vietnam

Cases for revoking the certificate of institutional accreditation in vocational education and training in Vietnam according to Clause 1, Article 24 of Decree 49/2018/ND-CP include:

- Vocational education institutions or entities engaged in vocational education activities whose registration certificates for vocational education activities are revoked shall have both the certificate of institutional accreditation for Vocational Education Institutions and the certificate of institutional accreditation for training programs (for programs included in the revoked registration certificate) revoked;

- Vocational education institutions dissolved according to Clause 1, Article 21 of the Vocational Education Law 2014 will have all issued Certificates of Compliance with the Quality Assurance Standards revoked;

- Vocational education institutions failing to report the results of annual self-assessment of institutional quality for two consecutive years as per regulations of the Minister of Labor, Invalids, and Social Affairs will have their certificate of institutional accreditation for vocational education institutions revoked;

- Vocational education institutions or entities engaged in vocational education activities failing to report the results of annual self-assessment of training program quality for two consecutive years as per regulations of the Minister of Labor, Invalids, and Social Affairs will have their certificate of institutional accreditation for the concerned training program revoked;

- An accrediting body issues the certificate of institutional accreditation not in conformity with Decree 49/2018/ND-CP;

- Collusion, agreement, or consensus between the accrediting body and the vocational education institution to manipulate external evaluation results to obtain the certificate of institutional accreditation;

- Fraud, forgery, or alterations in documents to achieve compliance with the vocational education quality assurance standards;

- Vocational education institutions, training programs failing to meet the quality assurance standards during the validity period of the issued Certificate of Compliance.

2. Procedures for revoking the certificate of institutional accreditation in vocational education and training in Vietnam

The procedure for revoking the certificate of institutional accreditation in vocational education and training in Vietnam according to Clause 2, Article 24 of Decree 49/2018/ND-CP is as follows:

- When an organization or individual discovers that a vocational education institution, entity engaged in vocational education activities, or accrediting body has violated any of the regulations in Clause 1, Article 24 of Decree 49/2018/ND-CP:

Within 20 working days from receipt of the notification from the organization or individual, the General Department of Vocational Education conducts an inspection and evaluates the degree of violation. Within 10 working days from determining the necessity to revoke the Certification of Compliance, the General Department of Vocational Education instructs the accrediting body to proceed with the revocation of the issued Certificate.

Within 10 working days upon receiving the directive from the General Department of Vocational Education, the authorized issuer of the Certificate of Compliance issues a revocation decision and sends a copy to the General Department of Vocational Education, the Department of Labor, Invalids, and Social Affairs where the vocational education institution is headquartered, and the Department of Labor, Invalids, and Social Affairs where the accrediting body is headquartered.

- When an accrediting body discovers that a vocational education institution engaged in educational activities has committed a violation as stipulated in Clause 1, Article 24 of Decree 49/2018/ND-CP:

The accrediting body conducts an inspection and evaluates the degree of violation. Within 10 working days from determining the necessity to revoke the Certification of Compliance, the authorized issuer issues a revocation decision and sends a copy to the General Department of Vocational Education, the Department of Labor, Invalids, and Social Affairs where the vocational education institution is headquartered, and the Department of Labor, Invalids, and Social Affairs where the accrediting body is headquartered.

- Within 05 working days from receiving the decision to revoke the Certificate of Compliance, the vocational education institution has the obligation to return the Certificate to the accrediting body.
