The procedures for recognizing inspectors of inland waterway vehicles in special cases are regulated in Decision 194/QD-BGTVT in 2024 as follows:

1. Application for the rank promotion of inspectors of inland waterway vehicles in Vietnam as of March 20, 2024

* The application includes:

- Request letter from the vehicle registration unit according to the provided template (original copy);

- Professional background of the proposed rank-promoted inspector according to the provided template (original copy);

- Authenticated copy or copy issued from the original register or electronically authenticated copy from the original register or electronically authenticated copy from the original of professional certificates if changes have been made compared to the initial documentation for recognition of the inspector;

- Authenticated copy or copy issued from the original register or electronically authenticated copy from the original register or electronically authenticated copy from the original of the internship report of the proposed rank-promoted inspector according to the provided template.

- Quantity of documentation: 01 set.

- Submission methods for the documentation:

- Direct submission;

- Via the postal system;

- Through the online public service portal.

2. Procedures for recognizing the rank promotion of inspectors of inland waterway vehicles in Vietnam as of March 20, 2024

- Step 1: Submission of documentation

The vehicle registration unit submits the documentation to the Vietnam Register.

- Step 2: Processing

(1) The Vietnam Register receives and verifies the composition of the documentation; within a period of 01 (one) working day from the date of receiving the documentation, if the composition of the documentation is incomplete, the vehicle registration unit will be guided to supplement as per regulations.

(2) Within a period of 05 (five) working days from the date of receiving the complete documentation as per regulations, the Vietnam Register coordinates with the vehicle registration unit regarding the time, location, and assignment of inspectors for conducting practical assessments of the proposed inspector's competence. Within a period of 05 (five) working days after completing the practical assessments of the proposed inspector's competence, the inspector and the vehicle registration unit must complete the report on the practical assessments of the inspector's competence. The maximum time for completing the practical assessments is 03 (three) months from the date of receiving the complete documentation as per regulations.

(3) Within a period of 03 (three) working days after receiving the assessment report, the Council for the Recognition of Inspectors, based on the inspector's qualification standards and the results of the practical assessments of competence, will propose to the Director of the Vietnam Register to decide on the recognition of the inspector and issue the Inspector Certification if the requirements are met. If the requirements are not met, a written notification will be sent to the vehicle registration unit requesting the recognition of the inspector.

(4) The vehicle registration unit has the right to request the Vietnam Register to re-assess the practical competence of the proposed inspector after a minimum period of 01 (one) month from the date of the unsuccessful assessment. The vehicle registration unit submits a request letter from the vehicle registration unit according to the provided template to the Vietnam Register. The Vietnam Register follows the procedure for recognizing the inspector as per regulations in (2) and (3) above.

Timeframe for processing:

- The Vietnam Register coordinates with the vehicle registration unit regarding the time, location, and assignment of inspectors to conduct practical assessments of the proposed inspector's competence: within 05 (five) working days from the date of receiving the complete documentation;

- Maximum time for completing the practical assessments of competence: 03 (three) months from the date of receiving the complete documentation as per regulations;

- Timeframe for issuing the Inspector Certification if the requirements are met: within 03 (three) working days from the date the Vietnam Register receives the assessment report.
