Procedures for recognizing localities that meet standards of universal education and literacy eradication 2023 in Vietnam are stipulated in Decision 2344/QD-BGDDT dated August 14, 2023 as follows:
(1) Procedures:
- Step 1: The provincial unit prepares a dossier to request the Ministry of Education and Training (GDĐT) to check and recognize the province meeting the standards of education universalization and illiteracy eradication.
- Step 2: The Ministry of Education and Training reviews the application and checks the provincial unit.
- Step 3: The Ministry of Education and Training issues a decision to recognize the province's achievement of universal education and illiteracy eradication standards if it meets the standards prescribed in Decree 20/2014/ND-CP.
(2) How to do it:
In person or postal service.
(3) Components and quantity of documents:
- Document components:
+ Report on the implementation process and results of universal education or illiteracy eradication, accompanied by statistical tables.
+ Minutes of inspection of education universalization or illiteracy eradication of the province for the district.
+ Decision to recognize the district as meeting standards for universal education or illiteracy eradication.
- Number of documents: 01 set.
(4) Processing time limit:
60 working days from the date of receipt of complete and valid documents.

- The commune self-inspects and prepares documents to request the district to inspect and recognize the commune meeting the standards of universal education and illiteracy eradication.
- The district checks and recognizes the commune and prepares a dossier to request the province to check and recognize the district as meeting the standards of universal education and illiteracy eradication.
- The province inspected and recognized the district as meeting the standards of universal education and illiteracy eradication.
(2) How to do it:
In person or by post.
(3) Components and quantity of documents:
- Documents on universalization of education and the eradication of illiteracy include:
+ Survey sheet on education universalization and illiteracy eradication;
+ Book to monitor education universalization and illiteracy eradication;
+ List of children completing the preschool education program (for universal preschool education); list of students completing the primary education program (for universal primary education); list of junior high school graduates; list of students with vocational certificates (for universal secondary education); List of students recognized as literate according to levels (for illiteracy eradication).
+ Report on the implementation process and results of universal education or illiteracy eradication, accompanied by statistical tables.
+ Minutes of inspection of education universalization or illiteracy eradication of the district for the commune.
+ Decision to recognize the commune as meeting standards of universal education or eradication of illiteracy.
- Number of documents: 01 (one) set.
(4) Processing time limit:
The time for reporting statistics on education universalization and literacy eradication annually is prescribed as follows: For communes: September 30; For districts: October 5; For provinces: October 10.
The province completes the inspection and recognition of meeting the standards of universal education and illiteracy eradication before December 30 every year.
(1) Procedures:
- Step 1: The commune-level unit prepares a dossier to request the district-level People's Committee to inspect and certify that the commune meets the standards of education universalization and illiteracy eradication.
- Step 2: The district People's Committee reviews the dossier and inspects the commune-level unit.
- Step 3: The district People's Committee issues a decision to recognize the commune's standard for universal education and illiteracy eradication if it meets the standards as prescribed in Decree 20/2014/ND-CP.
