Procedures for awarding certificates of merit from the Government Inspector General to individuals are stipulated in Decision 457/QD-TTCP 2023 as follows:
- Proposal for commendation from the Chief Inspector of the Ministry and the Chief Inspector of the province; Heads of departments, divisions, and units under the Government Inspectorate;
- Achievement report of the individual proposed for reward with confirmation from the Head of the immediate superior unit;
- Minutes of the Emulation and Commendation Council meeting of the level submitting the commendation or Minutes of emulation review and commendation request of the department, department or unit of the Government Inspectorate.

Submission method: Send application directly to the Department of Personnel Organization - Government Inspectorate or send it by post.
- Step 1: Register to compete.
Individuals belonging to the Ministry Inspectorate, Provincial Inspectorate, and District Inspectorate; individuals belonging to the Government Inspectorate register to compete.
Chief Inspector of ministries, branches, provinces and centrally run cities; Heads of departments, divisions, and units under the Government Inspectorate are responsible for sending emulation registrations before March 25 every year to the Standing Council of Emulation and Commendation of the Inspectorate sector (Department of Personnel Organization - Government Inspectorate).
- Step 2: Submit application for award of Certificate of Merit from the Government Inspector General.
Ministry Inspectorate, Provincial Inspectorate, departments, and units under the Government Inspectorate submit application dossiers for awarding the Certificate of Merit from the Government Inspector General for individuals to the Standing Council of Emulation and Commendation of the Inspectorate (Department of Personnel Organization) before December 25 every year, unless otherwise instructed by the Government Inspectorate.
- Step 3: Evaluate the application for awarding the Certificate of Merit from the Government Inspector General to individuals.
After receiving the application, the Standing Council of Emulation and Commendation of the Inspectorate (Department of Personnel Organization - Government Inspection) reviews the legality of the application and evaluates the achievements.

- Step 4: Issue a decision to award a Certificate of Merit from the Government Inspector General to individuals.

- Conditions and standards for awarding the Certificate of Merit from the Government Inspector General to individuals under the Ministry Inspectorate, Provincial Inspectorate, and District Inspectorate:
+ Have excellent achievements reviewed in the emulation movement launched by the Government Inspectorate;
+ Have been reviewed and recognized for excellently completing tasks for 2 consecutive years.
- Conditions and standards for awarding the Certificate of Merit from the Government Inspector General to individuals under the Government Inspectorate:
+ Being an individual with outstanding achievements in the emulation movement, selected among individuals with 02 consecutive years of being evaluated and commented on excellently completing assigned tasks in the review of cadres, civil servants, and public employees;
+ During that time, there were 02 initiatives recognized at the grassroots level or higher or scientific research projects that were accepted.
