Regarding this issue, LawNet would like to answer as follows:

Procedures for awarding certificates of merit by the Government Inspector General to collectives are stipulated in Decision 457/QD-TTCP in 2023 as follows:

1. Application of receiving certificates of merit from the Government Inspector General for collectives in Vietnam

- Proposal for commendation from the Chief Inspector of the Ministry and the Chief Inspector of the province; Heads of departments, divisions, and units under the Government Inspectorate;

- Report on the achievements of the proposed collective with confirmation from the Head of the immediate superior unit;

- Minutes of the Emulation and Commendation Council meeting of the level submitting the commendation or Minutes of emulation review and commendation request of the department, department or Unit of the Government Inspectorate; Minutes of meetings to review emulation and recommend rewards for emulation clusters and blocks (for collectives of Ministry Inspectorate, Provincial Inspectorate, departments, and units under the Government Inspectorate);

Submission methods: Send documents directly to the Department of Organization and Personnel - Government Inspectorate or send them by mail.

2. Procedures for receiving certificates of merit from the Government Inspector General for collectives in Vietnam

- Step 1: Register to compete.

+ Ministry Inspectorate and Provincial Inspectorate collectives; collectives under the Ministry Inspectorate and Provincial Inspectorate; District Inspector; Collectives under the Government Inspectorate register for emulation;

+ Cluster leader, Block leader; Chief Inspector of ministries, branches, provinces, and centrally run cities; Heads of departments, divisions, and units under the Government Inspectorate are responsible for sending emulation registrations and emulation agreements before March 25 every year to the Standing Council of Emulation and Commendation of the Inspectorate sector (Department of Personnel Organization - Government Inspectorate).

- Step 2: Submit application for awarding the Certificate of Merit from the Government Inspector General to the collective.

The application dossier for awarding the Certificate of Merit from the Government Inspector General to the collective shall be sent to the Standing Council of Emulation and Commendation of the Inspectorate (Department of Personnel Organization - Government Inspectorate) according to the prescribed time as follows: after:

+ For Ministry Inspectors; Provincial Inspectorate; Departments, departments, and units under the Government Inspectorate submit dossiers before December 25 every year, unless the Government Inspectorate has other instructions;

+ For emulation clusters and blocks, submit applications before December 20 every year.

- Step 3: Appraise the application for awarding the Certificate of Merit from the Government Inspector General to the collective.

After receiving the application, the Standing Council of Emulation and Commendation of the Inspectorate (Department of Personnel Organization - Government Inspection) reviews the legality of the application, evaluates the achievements, and synthesizes and submits them to the Council of Emulation and Commendation of the Inspectorate to meet, consider, and agree to submit them to the Government Inspector General for decision.

- Step 4: Issue a decision to award the Certificate of Merit from the Government Inspector General to the collective.

The Government Inspector General signed a decision to award Certificates of Merit to qualified and qualified groups.

Time limit for resolution: In the first quarter of the following year.

3. Conditions receiving certificates of merit from the Government Inspector General for collectives in Vietnam

- Conditions and standards for awarding Certificates of Merit from the Government Inspector General to collectives of Ministry Inspectors and Provincial Inspectors; collectives under the Ministry Inspectorate and Provincial Inspectorate; District Inspector:

+ Have 02 consecutive years of qualifying to be recognized as "Excellent Labor Collective";

+ Internal solidarity, good implementation of democratic regulations at the grassroots, good organization of emulation movements; taking care of the material and spiritual life of the group; practicing savings; Fully implement the regimes and policies for all members of the collective.

+ For the Ministry Inspectorate, the Provincial Inspectorate must be a typical group, successfully completing work tasks and emulation targets in the emulation movement launched by the Government Inspectorate; reviewed and honored by units in the same cluster and emulation block; There are new factors and new models for other groups in the Inspection industry to learn; being internally united, actively practicing thrift, fighting corruption, and reducing waste.

- Conditions and standards for awarding Certificates of Merit from the Government Inspector General to groups under the Government Inspectorate:

+ Recognized as "Excellent Labor Collective" for 2 consecutive years;

+ Internal solidarity, good implementation of democratic regulations at the grassroots, good organization of emulation movements; taking care of the material and spiritual life of the group, practicing savings, fully implementing regimes and policies for all members of the collective;

+ Departments, departments, and units under the Government Inspectorate must be reviewed and honored by units in the same Emulation Block; There are new factors and new models for other groups in the inspection industry to learn from. Internally united, actively practicing thrift, fighting corruption, and reducing waste.
