Party activities are the duty of each party member as stipulated in the Charter of the Communist Party. However, due to various reasons such as job transfer, retirement, resignation, etc., if party members cannot continue their activities, they must complete the procedures for party activity transfer as per regulations.

Currently, Regulation 24-QD/TW dated July 30, 2021, specifies the procedures for official transfer of party activities in Vietnam as follows:
(1) Party members in Vietnam who are authorized to transfer to a new unit, retire, retire on health grounds, resign, be discharged from the military, or change long-term residence must complete the official party membership transfer procedures within 60 working days from the effective date of the decision or the change of residence.
(2) Party members in Vietnam officially transferring their membership outside the district, provincial party committee (and equivalent levels) must have the district party committee (and equivalent levels) where the member is transferring from be responsible for the membership transfer procedures.
For members of the provincial party committee-affiliated grassroots party organization (and equivalent levels), when transferring membership officially, the provincial party committee's organization department (and equivalent levels) will handle the transfer procedures.
(3) Within 30 working days from the date of transfer introduction, the member must present the party membership transfer introduction to the party cell at the new location to be admitted for party activities.
If the deadline is exceeded, the party member or party organization in violation must report specific reasons to the competent party committee for review and handling in accordance with regulations.
(4) When formally transferring party membership for a member, the party committee where the member is currently active will complete all procedures, seal the dossier, and hand it directly to the party member to report to the receiving party organization to complete the introduction and acceptance procedures according to the guidance of the Central Organization Commission.
(5) In cases where a party member is under inspection, inspection review, or has pending complaints or accusations, the official party membership transfer will be postponed.
