Procedures for issuing train driving licenses to train drivers on currently operating railways in Vietnam

According to the instructions in Decision 1241/QD-BGTVT of 2023, taking effect on October 2, 2023, procedures for issuing train driving licenses to train drivers are carried out according to the following contents:

- Dossier to request a test for a driving license includes:

(1) The original paper document or electronic copy of the railway enterprise's request to organize a test and issue a train driving license according to the form;

(2) Records of attached individuals:

+ Original or electronic copy of the application for testing for a driving license according to the form;

+ Original or electronic copy or certified copy or certified electronic copy of certificate of fitness for train driving according to regulations of the Minister of Health;

+ A certified copy or a certified electronic copy of the license or specialized certificate for driving railway vehicles appropriate to the type of vehicle being tested;

+ 03 3x4cm color photos or electronic photos taken within no more than 06 months from the date of application submission.

Number of documents: 01 set.

- The order of execution:

+ Submit administrative procedure documents:

The enterprise submits 01 set of documents to the train driving license issuing agency, specifically:

* Vietnam Railways Administration for national railways, urban railways, and specialized railways (except for urban railways and specialized railways in provinces, Ho Chi Minh City, Quang Ninh, Thai Nguyen).

* People's Committees of provinces and cities: City. Ho Chi Minh, Quang Ninh, Thai Nguyen for specialized railways and urban railways in the area. Before January 1, 2025, if the People's Committees of the above provinces and cities have not yet implemented this content, they will instruct the vehicle owner to send 01 set of application documents to the Vietnam Railways Department.

+ Resolving administrative procedures:

* In case the dossier is not in accordance with regulations, within 01 working day from the date of receiving the dossier through the one-stop department or through the online public service portal; 02 working days from the date of receiving documents in other forms, the train driving license issuing agency is responsible for notifying and guiding the enterprise to complete the documents according to regulations;

* Within 02 working days from the date of receiving complete and prescribed documents, the agency issuing train driving licenses shall issue a decision to organize a test to issue a train driver's license, decide to establish a testing council, and notify the enterprise in writing. In particular, the decision to organize the test must clearly state the form of the theoretical test (written test or multiple-choice test), the list of candidates eligible to take the test, the type of driving license registered for the test, and the type of test vehicle for each candidate taking the test;

* Within a maximum period of 03 months from the date of the establishment decision, the Examination Council coordinates with businesses to organize the examination and report the results to the train driving license-issuing agency. In case the test is not completed within the above time limit, the testing council must report to the driver's license-issuing agency, clearly stating the reason and proposing to extend the time or end the test. The extension period is 01 time and must not exceed 01 month;

* Within 03 working days from the date of the test results report, the driver's license issuing agency will issue a driver's license to those who meet the requirements. In cases where a train driving license is not issued, the train driving license issuing agency shall notify the business in writing and clearly state the reason.

- Process of submitting paperwork:

+ Submit application directly;

+ Through the postal system;

+ Send on the network environment;

- Time limit for settlement:

125 days from the date of receipt of complete and correct documents according to regulations.

- Fees

Fee for issuance of train driving license: 100,000 VND per issuance.
