Regarding this matter, LawNet would like to answer as follows: 

The procedures for issuing certificates of eligibility for doing the sports business for Table tennis in Vietnam are regulated in Decision 775/QD-BVHTTDL of 2024 as follows:

1. Applications for issuing certificates of eligibility for doing the sports business for Table tennis in Vietnam

- Applications include:

(1) Application for issuing certificates of eligibility for doing the sports business (according to Form 02 Appendix III of Decree No. 31/2024/ND-CP dated March 15, 2024)

(2) Copy of the business registration certificate;

(3) Summary of the preparation of business conditions (according to Form 3 of Appendix to Decree No. 36/2019/ND-CP dated April 29, 2019), including:

- Number of sets of documents: (01) set.

- Submission methods: Submit documents via post, electronic environment, or submit directly.

2. Procedures for issuing certificates of eligibility for doing the sports business for Table tennis in Vietnam

- Businesses submit documents via post, electronic environment, or submit directly to the specialized sports agency of the provincial People's Committee where the sports business activities are registered or where the enterprise has its main office in case the enterprise has multiple sports business locations.

- The specialized sports agency of the provincial People's Committee (referred to as the Certificate issuing agency) issues a receipt for the documents to the business.

- In case the documents need to be amended or supplemented, the Certificate issuing agency shall notify the business directly or in writing of the content that needs to be amended or supplemented within 03 working days from the date of receiving the documents.

3. Conditions for issuing certificates of eligibility for doing the sports business for Table tennis in Vietnam

(1) Facilities and training equipment

- The table placement area must have a roof, be windproof, and non-glare. The floor must be flat and non-slip.

- The table should be placed in an area with a minimum width of 5 meters and a minimum length of 8 meters.

- The table surface should have a uniform bounce of about 23cm when a standard ball falls from a height of 30cm onto the table surface.

- The ball should be a spherical ball with a diameter of 40mm, weigh 2.7 g, be made of celluloid or similar plastic material, and be either white or orange.

- The net and net posts should have a height of 15.25cm. The distance from the outer boundary line to the net posts should be 15.25cm; the upper edge of the net should be uniformly 15.25cm high; the lower edge of the net should be flush with the table surface; and the side edge of the net should be flush with the net posts.

- The lighting should provide a minimum of 300 Lux to all points on the table surface and the table placement area, with lights designed for each table having a minimum height of 4m from the table surface.

- Ball barriers around the table placement area should be 75cm high, dark-colored, avoiding glare and blending with the color of the ball.

- There should be a first aid kit according to the regulations of the Ministry of Health, a changing area, storage for personal belongings, and a sanitary area.

- There should be rules and regulations specifying the main content, such as training hours, participants, prohibited participants, and safety measures during training.

(2) Facilities and equipment for the competition

- The table placement area must have a roof, be windproof, and be non-glare. The floor must be flat and non-slip.

- The ball should be a spherical ball with a diameter of 40mm, weigh 2.7 g, be made of celluloid or similar plastic material, and be either white or orange.

- The net and net posts should have a height of 15.25cm. The distance from the outer boundary line to the net posts should be 15.25cm, the upper edge of the net should be uniformly 15.25cm high, the lower edge of the net should be flush with the table surface, and the side edge of the net should be flush with the net posts.

- The lighting should provide a minimum of 300 Lux to all points on the table surface and the table placement area, with lights designed for each table having a minimum height of 4m from the table surface.

- Ball barriers around the table placement area should be 75cm high, dark-colored, avoiding glare and blending with the color of the ball.

- There should be a first aid kit according to the regulations of the Ministry of Health, a changing area, storage for personal belongings, and a sanitary area.

- The table should be placed in an area with a minimum width of 7 meters and a minimum length of 14 meters.

- There should be a flip-scoreboard and referee chairs.

(3) Classroom density: Each coach should not exceed 30 trainees per training session.

(4) Professional personnel: The business must have a team of suitable professional staff for the activities.
