Procedures for issuing certificates of eligibility for doing the sports business for professional sports clubs in Vietnam (Internet image) 

Regarding this matter, LawNet would like to answer as follows: 

The procedures for issuing certificates of eligibility for doing the sports business for professional sports clubs are regulated in Decision 775/QD-BVHTTDL in 2024 as follows:

1. Application for certificates of eligibility for doing the sports business for professional sports clubs in Vietnam

- The application includes:

(1) Application form for Certificates of eligibility for doing the sports business (according to Form 02 in Appendix III of Decree 31/2024/ND-CP dated March 15, 2024)

(2) Copy of Business registration certificate;

(3) Summary of the preparation of business conditions (according to Form 3 in Appendix of Decree 36/2019/ND-CP dated April 29, 2019), including:

+ Sports staff meeting the requirements for professional sports activities.

+ Professional athletes, professional coaches.

+ Facilities and equipment suitable for professional sports activities.

- Number of application sets: 01 set.

- Submission methods: Submit applications by post, electronically, or in person.

2. Procedures for issuing certificates of eligibility for doing the sports business for professional sports clubs in Vietnam

- Businesses submit applications by post, electronically, or in person to the specialized sports agency under the provincial People's Committee where the sports business activities are registered or where the enterprise has its headquarters in the case of multiple sports business locations.

- The specialized sports agency under the provincial People's Committee (hereinafter referred to as the certificate issuing agency) issues an acknowledgement of receipt of the application.

- In the event that the application needs to be amended or supplemented, the certificate-issuing agency directly informs or notifies the enterprise of the content that needs to be amended or supplemented within 03 working days from the date of receiving the application.

3. Conditions for issuing certificates of eligibility for doing the sports business for professional sports clubs in Vietnam

(1) Professional sports coaches must meet one of the following conditions:

- Have a university degree in sports relevant to professional sports activities and have completed the professional coach training program of the national sports federation.

- Have a professional coach certificate issued by the continental or world sports federation of professional sports.

- Have a professional coach certificate recognized by the continental or world sports federation of professional sports.

(2) Professional athletes must meet the following conditions:

- Have a labor contract with professional sports clubs.

- Have been recognized by the national sports federation as a professional athlete. In the case of foreign athletes participating in professional sports competitions in Vietnam, they must have an international transfer certificate and a work permit according to the labor regulations.

(3) Medical staff on duty during training and professional sports activities or medical staff contracted by professional sports clubs for first aid and emergency treatment when necessary must have professional qualifications from a higher education institution of medical sciences or higher.

(4) Facilities and equipment for professional training and sports competitions must meet national technical standards, Vietnamese standards, or international standards and comply with the regulations of international professional sports organizations.
