Regarding this matter, LawNet would like to answer as follows:

The procedures for issuing certificates of eligibility for doing the sports business for Golf are regulated by Decision 775/QD-BVHTTDL in 2024 as follows:

1. Documents required for issuing certificates of eligibility for doing the sports business for Golf in Vietnam

- Components of the application:

(1) Application for certificates of eligibility for doing the sports business (according to Form 02 Appendix III of Decree 31/2024/ND-CP dated March 15, 2024)

(2) A certified copy of the business registration certificate;

(3) Summary of the preparations for business conditions (according to Form 3 Appendix of Decree 36/2019/ND-CP dated April 29, 2019), including:

- Number of sets of documents: (01).

- Submission methods: Submit documents by post, electronically, or directly.

2. Procedures for issuing certificates of eligibility for doing the sports business for Golf in Vietnam

- Businesses submit documents by post, electronically, or directly to the specialized sports agency under the People's Committee at the provincial level where the sports business is registered, or where the business has its main office in the case of businesses with multiple sports business locations.

- The specialized sports agency under the People's Committee at the provincial level (hereinafter referred to as the certificate issuing agency) issues a receipt for the documents to the business.

- In case the documents need to be amended or supplemented, the certificate issuing agency notifies the business directly or in writing of the content that needs to be amended or supplemented within a deadline of 03 working days from the date of receiving the documents.

3. Conditions for issuing certificates of eligibility for doing the sports business for Golf in Vietnam

(1) Facilities and training equipment

* For outdoor Golf practice areas:

- The Golf course is arranged according to technical requirements and appropriate competition content and scale; it is inspected, marked, and confirmed for difficulty by the Vietnam Golf Association according to Golf competition rules.

- In areas adjacent to traffic roads and residential areas, there must be a barrier fence in the limited area of the Golf course at least 20m high, gradually increasing to at least 40m from the ball hitting area to a point 150m away from the ball hitting area.

- There must be changing rooms and toilets.

- There must be protective nets at least 20m high on both sides and in front of the practice lane.

- The minimum distance between two ball hitting points on the practice lane must not be less than 2.5m.

- If the Golf practice area is less than 200m in length, there must be a protective net on the roof of the practice lane.

- In the case of Golf practice on a lake, there must be buoys separating the training area from the outside area and warning signs.

* For indoor Golf practice areas:

- The practice area must have a minimum length of 6m, a minimum width of 5m, and a minimum height of 3.5m.

- On both sides, the front, and the roof of the practice lane, there must be shock-absorbing materials such as nets or foam to ensure that the bounce of the ball does not exceed 1.5m when hit.

- In the case of a training room with multiple practice lanes:

- The distance between ball hitting points must not be less than 2.5m.

- There must be nets separating the practice lanes from the ceiling of the indoor Golf practice area.

* Training equipment must comply with the regulations of the International Golf Association.

* The Golf practice rules include the following main contents: eligible participants for training, attire for Golf training, training hours, safety measures during training, and other regulations.

(2) Competition facilities and equipment

- The Golf course is arranged according to technical requirements and appropriate competition content and scale; it is inspected, marked, and confirmed for difficulty by the Vietnam Golf Association according to Golf competition rules.

- There must be a map describing key positions: the ball hitting area, the position of each golf hole, the difficulty of the course, and the location of rest areas after each round.

- In areas adjacent to traffic roads and residential areas, there must be a barrier fence in the limited area of the Golf course at least 20m high, gradually increasing to at least 40m from the ball-hitting area to a point 150m away from the ball hitting area.

- First aid and emergency aid points must be arranged on the Golf course; ensuring convenience for ambulances to move.

- There must be changing rooms and toilets.

- There must be flags, whistles, and signage marking the distance markers.

- There must be warning devices and alarm systems for lightning.

- The competition equipment must comply with the regulations of the International Golf Association.

- Means of transportation for organizing members, executives, and athletes during competitions.

- Walkie-talkies, timers, whistles, and announcement speakers for organizers and officials; announcement clocks at hole 1, hole 10, and the practice area.

(3) Professional staff: having a team of professional staff suitable for the activities' content.
