Procedures for issuing certificates of eligibility for conducting sports business for Wushu in Vietnam

Procedures for issuing certificates of eligibility for conducting sports business for Wushu in Vietnam (Internet image) 

Regarding this matter, LawNet would like to answer as follows: 

The procedures for issuing certificates of eligibility for conducting sports business for Wushu are stipulated in Decision 775/QD-BVHTTDL in 2024 as follows:

1. Documents for issuing certificates of eligibility for conducting sports business for Wushu in Vietnam 

- Documents include:

(1) Request form for issuing certificates of eligibility for conducting sports business (according to Form 02 in Appendix III of Decree 31/2024/ND-CP dated March 15, 2024)

(2) Copy of the business registration certificate;

(3) Summary of the preparation of business conditions (according to Form 3 in Appendix of Decree 36/2019/ND-CP dated April 29, 2019), including:

- Number of sets of documents: (01) set.

- Submission methods: Submit documents by post, electronically, or in person.

2. Procedures for issuing certificates of eligibility for conducting sports business for Wushu in Vietnam

- Enterprises submit documents by post, electronically, or in person to the specialized agency for physical education and sports under the People's Committee at the provincial level where the sports business location is registered or where the enterprise has its main office in case the enterprise has multiple sports business locations.

- The specialized agency for physical education and sports under the provincial People's Committee (hereinafter referred to as the Certificate-issuing agency) issues a receipt for the submitted documents to the enterprise.

- In case the documents need to be amended or supplemented, the Certificate-issuing agency directly informs or notifies the enterprise in writing of the necessary amendments or supplements within a period of 03 working days from the date of receiving the documents.

3. Conditions for issuing certificates of eligibility for conducting sports business for Wushu in Vietnam

(1) Facilities and training equipment

1. Training area, flat and non-slip floor, with an area of at least 60m2 for combat (Sanshou) and 80m2 for forms (Taolu).

2. The lighting of the training area should be at least 200 lux.

3. There must be first aid kit according to the regulations of the Ministry of Health.

4. There must be changing area, storage lockers, and restrooms.

5. There must be training attendance records.

6. There must be training equipment including:

a) Training mats with a minimum thickness of 2cm and elasticity.

b) Training uniforms, gloves, protective gear, helmets, and groin guards for combat.

c) Training uniforms and basic sports weapons such as swords, sabers, staffs, and spears for forms like Sword Techniques, Saber Techniques, Staff Techniques, Spear Techniques, Southern Swords, Southern Staffs, and Tai Chi Swords.

The registration and use of swords, sabers, staffs, and spears must comply with the laws on the management and use of weapons, explosives, and combating tools.

7. There must be regulations specifying key contents: Participants, attire, training hours, and safety measures during training.

(2) Competition facilities and equipment

1. Complying with the regulations in points 2, 3, and 4 of section (1) above.

2. Competition area:

a) For  Taolu: Elastic competition mats with dimensions of 18m x 12m x 0.1m.

b) For Sanshou: Competition platform with dimensions of 8m x 8m, height of 0.8m, and protective padding around.

3. Competition equipment:

a) Complying with the regulations in points b and c of section 6 of section (1) above.

b) For Taolu: Scoreboard.

c) For Sanshou: Bodyweight scale for participants.

(3) Training density

1. The training density on the floor should ensure a minimum of 3m2 per participant.

2. Each instructor should not exceed 30 participants per training session.

(4) Professional personnel: There must a suitable team of professional staff for the activities.
