Regarding this matter, LawNet would like to answer as follows:
The procedures for issuing certificates of eligibility for conducting sports business for sport shooting are stipulated in Decision 775/QD-BVHTTDL in 2024 as follows:
- Documents include:
(1) Request form for issuing certificates of eligibility for conducting sports business (according to Form 02 in Appendix III of Decree 31/2024/ND-CP dated March 15, 2024)
(2) Copy of the business registration certificate;
(3) Summary of the preparation of business conditions (according to Form 3 in Appendix of Decree 36/2019/ND-CP dated April 29, 2019), including:
- Number of sets of documents: (01) set.
- Submission methods: Submit documents by post, electronically, or in person.
- Enterprises submit documents by post, electronically, or in person to the specialized agency for physical education and sports under the People's Committee at the provincial level where the sports business location is registered or where the enterprise has its main office in case the enterprise has multiple sports business locations.
- The specialized agency for physical education and sports under the provincial People's Committee (hereinafter referred to as the Certificate-issuing agency) issues a receipt for the submitted documents to the enterprise.
- In case the documents need to be amended or supplemented, the Certificate-issuing agency directly informs or notifies the enterprise in writing of the necessary amendments or supplements within a period of 03 working days from the date of receiving the documents.
(1) Infrastructure and training equipment
1. General regulations
a) The shooting range must have walls at least 20cm thick and a height of over 03m;
b) General lighting of at least 500 lux, with the shooting surface having a minimum of 1,500 lux;
c) There must be a storage area for guns and ammunition that meets the standards set by law;
d) There must be an area for inspecting training and competition equipment;
e) The shooting range must have shooting lanes and target lanes parallel to each other, with a separate pathway from the shooting lane to the target lane that has a safety barrier at least 02cm thick and 02m high;
f) The spectator area must be located at least 05m behind the shooting line;
g) There must be a logbook to track the use of guns and sports ammunition, as specified in Appendix I issued with this Circular;
h) There must be a logbook to track the participation of trainees, as specified in Appendix II issued with this Circular;
i) There must be a first aid kit as required by the Ministry of Health;
k) There must be instructions on how to use sport guns; there must be regulations on the following main contents: Quoting the regulations of the law regarding the responsibilities of trainees, training instructors, and related individuals in the use and storage of sport guns; the individuals allowed to use sport guns for training, training hours, and training attire.
Trainees using sport guns must comply with the regulations of the Law on Management, Use of Weapons, Explosives, and Support Tools.
2. Regulations for a 50m shooting range
a) The shooting range must have a minimum length of 60m; the designed length includes 50m (of which at least 35m is outdoors or open space) + 02m for the target lane + 05m for the shooting lane + the spectator area; the width of the shooting range must be no less than 15m, ensuring it can accommodate at least 10 shooting benches;
b) There must be a bullet trap or bulletproof shield placed directly behind the target, made of steel.
3. Regulations for a 25m shooting range
a) The shooting range must have a minimum length of 35m; the designed length includes 25m (of which at least 12.5m is outdoors or open space) + 03m for the target lane + 05m for the shooting lane + the spectator area; the width of the shooting range must be no less than 15m;
b) There must be a box or trap placed parallel to and 01m away from the target frame;
c) There must be a bullet shell screen in front of the shooter.
4. Regulations for a 10m shooting range for air guns
The shooting range must have dimensions in each direction of no less than 20m; the designed length includes 10m + 20cm for the target lane + 05m for the shooting lane + the spectator area; the width must be able to accommodate 10 shooting benches, with each bench being 01m wide and spaced 01m apart.
5. Regulations for a 10m shooting range for mobile targets
The shooting range must have a minimum length of 20m; the designed length includes 10m + 02m for the target lane + 05m for the shooting lane + the spectator area. The width of the shooting range must be at least 10m, divided into 02 separate compartments, each 03m wide.
6. Regulations for a clay pigeon shooting range
a) The shooting range must have a safe dimension in each direction of no less than 150m;
b) A safety net 03m high must be placed above the walls surrounding the shooting range;
c) The distance from the clay pigeon launching area to the shooting position must be at least 15m;
d) The distance from the shooting position in the shooting direction to the surrounding walls must be at least 70m;
e) There must be a barrier fence at least 07m behind the path separating the spectators and the shooting area.
7. Regulations for a paintball shooting range
a) The shooting range must have dimensions in each direction of no less than 100m;
b) Inside the shooting range, there must be at least 03 shooting targets made of one of the following materials: soil, wood, or plastic.
(2) Infrastructure and competition equipment
1. Comply with the regulations stated in points a, b, c, d, e, g, and i of section 1, and points 2, 3, 4, 5, 6, and 7 of section (1) above.
2. Have at least 20 shooting benches for 50m, 25m, and 10m shooting ranges.
3. Have at least 02 shooting frames for 10m mobile air gun shooting ranges.
(3) Training density
1. The training density for the shooting position must ensure at least 01 person/01m2.
2. Each training instructor must not guide more than 10 people per session.
(4) Professional personnel: Have a suitable team of professional officers and staff for the activities.
Specific conditions for sports business enterprises required to have training instructors:
(1) Business households and other organizations wishing to conduct sports activities must register to establish a business.
(2) Sports business enterprises that provide sports training guidance services or engage in sports activities listed in the List of Compulsory Sports Activities with Training Instructors, as regulated by the Minister of Culture, Sports, and Tourism, must meet the following conditions:
The professional staff of sports business enterprises includes:
- Sports training instructors must meet one of the following conditions:
+ Being a coach or athlete with a level 2 or higher certification or equivalent, suitable for the registered sports activity;
+ Having a diploma in sports from at least a secondary level, suitable for the registered sports activity;
+ Receiving sports training according to the regulations of the Minister of Culture, Sports, and Tourism.
