Regarding this matter, LawNet would like to answer as follows:
The procedures for issuing certificates of eligibility for conducting sports business for Roller Skatingare stipulated in Decision 775/QD-BVHTTDL in 2024 as follows:
- Documents include:
(1) Request form for issuing certificates of eligibility for conducting sports business (according to Form 02 in Appendix III of Decree 31/2024/ND-CP dated March 15, 2024)
(2) Copy of the business registration certificate;
(3) Summary of the preparation of business conditions (according to Form 3 in Appendix of Decree 36/2019/ND-CP dated April 29, 2019), including:
- Number of sets of documents: (01) set.
- Submission methods: Submit documents by post, electronically, or in person.
- Enterprises submit documents by post, electronically, or in person to the specialized agency for physical education and sports under the People's Committee at the provincial level where the sports business location is registered or where the enterprise has its main office in case the enterprise has multiple sports business locations.
- The specialized agency for physical education and sports under the provincial People's Committee (hereinafter referred to as the Certificate-issuing agency) issues a receipt for the submitted documents to the enterprise.
- In case the documents need to be amended or supplemented, the Certificate-issuing agency directly informs or notifies the enterprise in writing of the necessary amendments or supplements within a period of 03 working days from the date of receiving the documents.
(1) Infrastructure
* The training and competition activities of the Patin sport indoors and in the training area must meet the following requirements:
- The area of the court must be at least 300m2;
- The surface of the court must be flat, the sliding slope and obstacle models must be smooth and not slippery; and the sliding slope, obstacle models, and corners must be processed correctly with specialized design techniques and equipped with insurance to ensure safety and not pose a danger to trainees;
- The distance from the floor to the ceiling: For flat courts, the distance from the floor to the ceiling must be at least 3.5m. For courts with sliding slopes and obstacle models, the distance from the highest point of the obstacle to the ceiling must be at least 04m;
- The training area must ensure ventilation and have a light intensity of at least 150 lux;
- There must be sanitary facilities, changing rooms, and a place to store personal belongings for trainees; equipped with a first aid kit according to the regulations of the Ministry of Health;
- There must be a set of rules that specify the following main contents: training hours, objects not allowed to participate in training, clothing, equipment when participating in training, and safety measures during training.
* The outdoor training and competition activities of the Patin sport must be carried out according to the following regulations:
- The area of the court must be at least 300m2;
- The surface of the court must be flat, the sliding slope and obstacle models must be smooth and not slippery; and the sliding slope, obstacle models, and corners must be processed correctly with specialized design techniques and equipped with insurance to ensure safety and not pose a danger to trainees;
- The training area must ensure ventilation and have a light intensity of at least 150 lux;
- There must be sanitary facilities, changing rooms, and a place to store personal belongings for trainees; a first aid kit according to the regulations of the Ministry of Health;
- There must be a set of rules that specify the following main contents: training hours, objects not allowed to participate in training, clothing, equipment when participating in training, and safety measures during training.
* The performance activities of the Patin sport must be carried out according to the following regulations:
- The surface of the court must be flat, the sliding slope and obstacle models must be smooth and not slippery; and the sliding slope, obstacle models, and corners must be processed correctly with specialized design techniques and equipped with insurance to ensure safety and not pose a danger to trainees;
- The distance from the floor to the ceiling: For flat courts, the distance from the floor to the ceiling must be at least 3.5m. For courts with sliding slopes and obstacle models, the distance from the highest point of the obstacle to the ceiling must be at least 04m;

(2) Equipment
* Training and performance equipment
- Wrist guards;
- Knee pads;
- Helmet;
- Skates must meet the following requirements:
+ The shoe body must be firm, snug, not loose, not tilted or twisted more than 45°, with secure fasteners, and the inner lining of the shoe must be comfortable and breathable;
+ Rubber wheels with elasticity, 02 ball bearings for one wheel with a cushion in the middle, not using single axle type;
+ The frame and wheel assembly of the skates (Frames): Made of aluminum alloy (Alu) with a hardness of over 5000, with a thickness of not less than 01 mm or made of plastic with a thickness of not less than 02 mm.
* Competition equipment for the Patin sport must comply with the regulations of the current Patin competition rules.
(3) Training density
- The training density on the court must ensure at least 05m2/01 trainee.
- Each instructor should not guide more than 20 trainees in one training session.
(4) Professional personnel: There must be a suitable team of professional staff for the activities.
