Procedures for issuing certificates of eligibility for conducting sports business for Judo in Vietnam (Internet image) 

Regarding this matter, LawNet would like to answer as follows: 

The procedures for issuing certificates of eligibility for conducting sports business for Judo are stipulated in Decision 775/QD-BVHTTDL in 2024 as follows:

1. Documents for issuing certificates of eligibility for conducting sports business for Judo in Vietnam 

- Documents include:

(1) Request form for issuing certificates of eligibility for conducting sports business (according to Form 02 in Appendix III of Decree 31/2024/ND-CP dated March 15, 2024)

(2) Copy of the business registration certificate;

(3) Summary of the preparation of business conditions (according to Form 3 in Appendix of Decree 36/2019/ND-CP dated April 29, 2019), including:

- Number of sets of documents: (01) set.

- Submission methods: Submit documents by post, electronically, or in person.

2. Procedures for issuing certificates of eligibility for conducting sports business for Judo in Vietnam

- Enterprises submit documents by post, electronically, or in person to the specialized agency for physical education and sports under the People's Committee at the provincial level where the sports business location is registered or where the enterprise has its main office in case the enterprise has multiple sports business locations.

- The specialized agency for physical education and sports under the provincial People's Committee (hereinafter referred to as the Certificate-issuing agency) issues a receipt for the submitted documents to the enterprise.

- In case the documents need to be amended or supplemented, the Certificate-issuing agency directly informs or notifies the enterprise in writing of the necessary amendments or supplements within a period of 03 working days from the date of receiving the documents.

3. Conditions for issuing certificates of eligibility for conducting sports business for Judo in Vietnam

(1) Physical facilities and training equipment

a) The training floor area must be at least 64m2 (each side at least 8m). The floor surface must be flat, non-slip, and covered with a mat or soft cushion with a minimum thickness of 4cm.

b) Lighting must be ensured at 200 lux or above.

c) There must be a first-aid kit as prescribed by the Ministry of Health.

d) There must be changing areas, storage areas, and toilets.

e) There must be specialized Judo uniforms, ensuring 01 set per person.

g) There must be a training attendance log.

h) There must be a set of rules, including the following key contents: participants in training, training attire, training hours, and safety measures during training.

(2) Competition facilities and equipment

a) Implement the regulations mentioned in points a, b, c, d, and e of Section (1) above.

b) Must have areas for athlete weighing, warm-up, registration, uniform inspection, and medical table.

c) Must have a stopwatch, whistle, public address system, scoreboard, and weight scale.

(3) Training density

a) Training density on the floor must ensure at least 03m2 per person.

b) Each instructor should not guide more than 30 trainees in one training session.

(4) Professional personnel: There must be a team of professional staff suitable for the activities.

4. Prohibited acts in physical training and sports activities in Vietnam

- Taking advantage of physical training and sport activities to infringe upon the State's interests, nation and lawful rights and interests of organizations and individuals; harming human health, life, honor, dignity and prestige. Physical training and sport activities in contravention of social ethics, fine customs and traditions and cultural identities.

- Using banned stimulants or applying banned methods in sports training and competition.

- Cheating in sports activities.

- Committing acts of violence in sports activities.

- Obstructing lawful physical training and sports activities of organizations and individuals.

- Abusing positions and powers to falsify sports competition results.

- Organizing illegal sports betting or participate in illegal sports betting.

(Article 10 of the Law on physical training and sports 2006amended in 2018)
