Regarding this matter, LawNet would like to answer as follows:
The procedures for issuing certificates of eligibility for conducting sports business for Football are stipulated in Decision 775/QD-BVHTTDL in 2024 as follows:
- Documents include:
(1) Request form for issuing certificates of eligibility for conducting sports business (according to Form 02 in Appendix III of Decree 31/2024/ND-CP dated March 15, 2024)
(2) Copy of the business registration certificate;
(3) Summary of the preparation of business conditions (according to Form 3 in Appendix of Decree 36/2019/ND-CP dated April 29, 2019), including:
- Number of sets of documents: (01) set.
- Submission methods: Submit documents by post, electronically, or in person.
- Enterprises submit documents by post, electronically, or in person to the specialized agency for physical education and sports under the People's Committee at the provincial level where the sports business location is registered or where the enterprise has its main office in case the enterprise has multiple sports business locations.
- The specialized agency for physical education and sports under the provincial People's Committee (hereinafter referred to as the Certificate-issuing agency) issues a receipt for the submitted documents to the enterprise.
- In case the documents need to be amended or supplemented, the Certificate-issuing agency directly informs or notifies the enterprise in writing of the necessary amendments or supplements within a period of 03 working days from the date of receiving the documents.
(1) Infrastructure
- The ground surface is flat and covered with one of the following materials: natural grass, artificial turf, loam, fine sand, a wooden floor, synthetic rubber, or synthetic resin.
- The playing field and the surrounding area do not have obstacles or materials that can cause injuries; the surrounding area is not higher than the playing surface; if it is, it must be covered with a safe material.
- The distance from the vertical and horizontal boundaries of the field to fences, stands, or adjacent fields is at least 2.5m.
- Football fields adjacent to residential areas, public buildings, or roads must have fences or nets surrounding the field at least 05m high.
- The lighting on the field is ensured to be at least 150 lux.
- In the case of goal shooting walls, the width of the wall is at least 05m, the height is at least 2.5m, and it must be made of durable material.
- There must be a first aid kit as required by the Ministry of Health.
- There must be sanitary facilities, changing rooms for participants in football training and competitions.
- There must be a set of regulations, including the following main contents: training hours; participants in training; individuals not allowed to participate in training; attire for training; and safety measures during training.
(2) Equipment
* Training equipment
- Goal frames are made of one of the following materials: metal, wood, or synthetic rubber, ensuring dimensions according to the Football Rules. The goal posts are round, not dangerous for training or playing football.
- The ball has dimensions and weight according to the Football Rules.
* Football competition equipment must comply with the Football Rules.
(3) Training density: The training density on the football field ensures at least 25m2 per trainee.
(4) Professional personnel: There is a team of professional staff suitable for the activities.
