Procedures for issuing certificates of eligibility for conducting sports business for Basketball in Vietnam (Internet image) 

Regarding this matter, LawNet would like to answer as follows: 

The procedures for issuing certificates of eligibility for conducting sports business for Basketball are stipulated in Decision 775/QD-BVHTTDL in 2024 as follows:

1. Documents for issuing certificates of eligibility for conducting sports business for Basketball in Vietnam 

- Documents include:

(1) Request form for issuing certificates of eligibility for conducting sports business (according to Form 02 in Appendix III of Decree 31/2024/ND-CP dated March 15, 2024)

(2) Copy of the business registration certificate;

(3) Summary of the preparation of business conditions (according to Form 3 in Appendix of Decree 36/2019/ND-CP dated April 29, 2019), including:

- Number of sets of documents: (01) set.

- Submission methods: Submit documents by post, electronically, or in person.

2. Procedures for issuing certificates of eligibility for conducting sports business for Basketball in Vietnam

- Enterprises submit documents by post, electronically, or in person to the specialized agency for physical education and sports under the People's Committee at the provincial level where the sports business location is registered or where the enterprise has its main office in case the enterprise has multiple sports business locations.

- The specialized agency for physical education and sports under the provincial People's Committee (hereinafter referred to as the Certificate-issuing agency) issues a receipt for the submitted documents to the enterprise.

- In case the documents need to be amended or supplemented, the Certificate-issuing agency directly informs or notifies the enterprise in writing of the necessary amendments or supplements within a period of 03 working days from the date of receiving the documents.

3. Conditions for issuing certificates of eligibility for conducting sports business for Basketball in Vietnam

(1) Infrastructure and training equipment:

1. Basketball court:

a) The basketball court should have a minimum length of 28m and a minimum width of 15m.

b) The court surface should be flat, firm, non-slippery, and free from obstacles.

c) For outdoor basketball courts, there should be a fence, barrier, or wall surrounding the court with a minimum distance of 2m from the sideline and 5m from the baseline. In the case of outdoor courts adjacent to residential areas, schools, public facilities, or roads, the fence, barrier, or wall surrounding the court should be at least 3m high.

d) For indoor basketball courts, the height from the court surface to the ceiling should be a minimum of 8m. The walls should not be made of reflective or dazzling materials.

2. Basketball hoop:

a) The pole and hoop should be made of metal.

b) The backboard should be made of synthetic material or wood.

c) The net should be made of nylon.

d) The distance from the top edge of the hoop to the court surface in a vertical straight line should be 3,050m for players aged 12 and above, or less than 3,050m for players under 12.

3. Basketball:

a) The basketball used should be appropriate for each category according to the regulations of the basketball rules.

b) Ensuring that each person has at least one basketball.

4. The lighting on the court should ensure a minimum of 300 lux.

5. There should be a first aid kit according to the regulations of the Ministry of Health, a changing area, storage for personal belongings, and restroom facilities.

6. There should be a regulation board specifying training hours, participants, attire, and equipment during training, as well as measures to ensure order and safety.

(2) Competition infrastructure and equipment:

1. The competition infrastructure and equipment for basketball should comply with the regulations stated in sections 1, 2, 4, 5, and point a of section 3 in part (1) above.

2. The court surface should be made of wood or synthetic material.

3. Each court should have cleaning tools for maintaining the court surface.

(3) Training density:

1. Each training instructor should not exceed 30 participants in one training session.

2. The training density should ensure a minimum of 10m2 per person.

(4) Professional personnel: There should be a team of qualified professional staff suitable for the activities.
