Procedures for issuing a certificates of eligibility for doing the sports business for Taekwondo in Vietnam (Internet image) 

Regarding this matter, LawNet would like to answer as follows:

The procedures for issuing a certificates of eligibility for doing the sports business for Taekwondo in Vietnam are regulated by Decision 775/QD-BVHTTDL in 2024.

1. Applications for issuing a certificates of eligibility for doing the sports business for Taekwondo in Vietnam

- Applications include:

(1) Application for issuing a certificate of eligibility for conducting sports activities (according to Form 02 Appendix III of Decree 31/2024/ND-CP dated March 15, 2024)

(2) Copy of the Business Registration Certificate;

(3) Summary of the preparation of business conditions (according to Form 3 Appendix of Decree 36/2019/ND-CP dated April 29, 2019), including:

- Number of sets of documents: (01) set.

- Submission methods: Submitting documents by post, electronic means, or in person.

2. Procedures for issuing a certificates of eligibility for doing the sports business for Taekwondo in Vietnam

- The enterprise submits the documents by post, electronic means, or in person to the specialized agency for physical education and sports under the People's Committee at the provincial level where the sports activities are registered or where the enterprise has its main office in the case of multiple locations for sports activities.

- The specialized agency for physical education and sports under the provincial People's Committee (hereinafter referred to as the Certificate-issuing agency) issues a receipt for the documents to the enterprise.

- In case the documents need to be amended or supplemented, the Certificate-issuing agency notifies the enterprise directly or in writing of the content that needs to be amended or supplemented within a period of 03 working days from the date of receiving the documents.

3. Conditions for issuing a certificates of eligibility for doing the sports business for Taekwondo in Vietnam

(1) Physical facilities and training equipment:

a) Flat training floor, non-slip, with an area of ​​at least 60m2.

b) Lighting ensuring a minimum of 200 lux.

c) First aid kit in accordance with the regulations of the Ministry of Health.

d) Changing area, storage area, restroom.

e) Training attendance record for martial arts practitioners.

f) Rules including the following main contents: Participants in the training, training attire, training hours, and safety measures during training.

g) Training equipment:

- Training uniform: 01 set/01 martial arts practitioner.

- Various types of kicking targets: 10 pieces/04 martial arts practitioners.

(2) Facilities and equipment for competitions:

a) Compliance with the conditions specified in points b, c, d of item (1) above.

b) Competition floor covered with elastic mats, with a size of 10m x 10m.

c) Competition uniform, hand, foot, knee protectors, chest guard, and mouthguard: 01 set/01 martial arts practitioner.

d) Taekwondo sparring gear: 03 sets/01 court.

e) Scoreboard, weighing scale for martial arts practitioners.

(3) Training density:

a) Training density on the floor ensures a minimum of 03m2/01 trainee.

b) Each instructor should not have more than 30 trainees per training session.

(4) Professional staff: having a suitable team of professional officers and staff members for the activities.

3. Prohibited acts in physical training and sports activities in Vietnam

- Taking advantage of physical training and sport activities to infringe upon the State's interests, nation and lawful rights and interests of organizations and individuals; harming human health, life, honor, dignity and prestige. Physical training and sport activities in contravention of social ethics, fine customs and traditions and cultural identities.

- Using banned stimulants or applying banned methods in sports training and competition.

- Cheating in sports activities.

- Committing acts of violence in sports activities.

- Obstructing lawful physical training and sports activities of organizations and individuals.

- Abusing positions and powers to falsify sports competition results.

- Organizing illegal sports betting or participate in illegal sports betting.

(Article 10 of the Law on physical training and sports 2006, amended in 2018)
